Description

The Department of State is pleased to issue a Request for Proposals (RFP) for packing/crating, receiving, containerization, and storage services for the Department of State, U.S. Despatch Agency-Baltimore, MD. The primary function of the Department's consolidated receiving contractor operation in the Baltimore area is to provide transportation and warehouse services for the shipment/storage of household effects (HHE), supplies, official vehicles and the shipment of privately owned vehicles for State Department employees and its Foreign Service Posts worldwide. The consolidated receiving contractors receive personal effects, household effects, privately owned vehicles, official vehicles, supplies and equipment being shipped to embassies and consulates overseas and then consolidate them for shipping in sea containers to their onward destination. Additionally, the consolidated receiving contractors must have the capabilities of picking up loaded steamship containers from the pier(s) in the Baltimore Commercial Port zone and transport the steamship container to the Contractor's local warehouse for unloading. Contractor must be able to receive import packed personal effects, official vehicles, privately owned vehicles, supplies and/or equipment and release to Department of State authorized transportation service providers.

Unless otherwise specified on individual orders, all Contractor deliveries are (FAS) carrier Baltimore Commercial Port Zones. A single award of an Indefinite Delivery/Indefinite Quantity contract for a one-year base period, plus four (4) one-year option periods with firm-fixed priced (FFP) service rates is anticipated. For purposes of this contract, the Contractor's place of performance must be provided within a 25 mile radius of the Port of Baltimore: 2700 Broening Hwy, Baltimore, MD 21202. Applicable facility lease must be held by prime contractor. The contractor firm awarded the resulting contract will be required to be fully ready and capable to receive and ship U.S. Government items, supplies, and HHE within 30 days of notice of award.

This acquisition is advertised as a total Service-Disabled Veteran-Owned Small Business set aside. The National American Individual Classification Standard (NAICS) code for this procurement is 493110.

Vendor questions regarding this solicitation are due no later than 11:00am ET February 14, 2023. The RFP requires the electronic submission of a technical proposal (to include past performance) and a price proposal, no later than 11:00am ET March 9, 2023. Evaluation and award will be on a Best Value basis utilizing the trade-off evaluation process.

ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) IN ORDER TO BE ELIGIBLE FOR AWARD.

Background
The Department of State, U.S. Despatch Agency–Baltimore, MD, is soliciting a contractor to provide consolidated receiving point services including packing/crating, receiving, containerization, and storage for household effects, supplies, official vehicles, and privately owned vehicles of State Department employees and Foreign Service Posts. The contractor will receive inbound personal and household effects, equipment, supplies and vehicles at the Port of Baltimore, consolidate and prepare shipments for export in sea containers, pick up loaded steamship containers from Baltimore Commercial Port zones, transport them to a local warehouse for unloading, and release import cargo to Department of State–authorized transportation service providers. The contract will be awarded as a single indefinite delivery/indefinite quantity award with a one-year base period and four one-year option periods under firm-fixed-price service rates.

Work Details
Provide exclusive warehouse services for government shipments including receipt, inspection and storage of crated lift vans, household effects, supplies, official and privately owned vehicles.
Receive import packed cargo and loaded steamship containers from the pier, unstuff containers, inspect and stow contents per Work Orders.
Pack, mark, band, block and brace export shipments into steamship containers; prepare and attach all required markings and documentation.
Pick up loaded containers from designated piers and transport to contractor warehouse; unload and consolidate shipments for onward shipping.
Operate an in-house Warehouse Management System (WMS) with broadband/high-speed internet (≥100 Mbps download) to record and track all receipts, container pack lists, shipment details and ILMS documentation.
Generate and deliver reports: daily inbound/outbound CRP Receiving Reports (separate reports for export POVs and export HHE/official vehicles), CRP Delivery Reports, container packing lists, dock receipts, vehicle inspection reports, damage reports, and monthly outstanding invoice reports.
Provide detailed photo documentation and written condition reports of all vehicles upon receipt and prior to release.
Implement security requirements including National Agency Check (NAC) and background checks for all personnel, standards of conduct, quality assurance surveillance, fire detection and security systems.
Handle demurrage and detention charges resulting from contractor delays; manage subcontracting only for local drayage and HAZMAT processing with prior written approval.
Maintain records and provide oral and written reports to the U.S. Despatch Agency as required.

Period of Performance
One-year base period followed by four one-year option periods. Contractor must be fully ready and capable to receive and ship U.S. Government items within 30 days of notice of award.

Contractor facility and performance location within a 25-mile radius of the Port of Baltimore: 2700 Broening Hwy, Baltimore, MD 21202 (Baltimore, MD metro area).

Bidder Requirements

Facility must have broadband/high-speed internet (≥100 Mbps download) and an in-house Warehouse Management System capable of ILMS integration.
Core services may not be subcontracted without prior written approval (except for local drayage and HAZMAT processing).
Contractor must be fully operational within 30 days of award.
