Consolidated Receiving Point Services- U.S. Despatch Agency Seattle, WA

The Department of State is conducting market research to determine the degree of capability by U.S. Small Businesses only in providing consolidation & receiving services in the area of the Port of Seattle, WA and Port of Tacoma, WA. The Department of State, Office of Logistics Operations has an essential role in supporting transportation of supplies, equipment, and household effects to U.S. embassies & consulates overseas. The primary function of the Department's consolidated receiving contractor operations in the U.S. are to provide warehouse services and receive items from U.S. sources being shipped to embassies and consulates overseas and consolidate them and prepare for shipping in sea containers and air shipment to their onward destination. The NAICS code for these services is 493110.

Responses must clearly demonstrate capabilities through examples of previous direct contract efforts and/or direct commercial experience closely related thereto.

Vendors must specifically address the following capabilities:

Cross dock warehouse services and operations experience, *note, such services are not a freight forwarding requirement or operation.

Provide copies of current licenses, permits, and real property documentation for current or proposed warehouse operations.

Knowledge of and compliance with federal and local labor laws including the service contract act, and fair labor standards act.

Ability to provide unloading & receiving services using on-hand materials handling equipment for freight of all kinds with unit weights of up to five tons and unit volumes up to 1,500 cubic feet.

Ability to provide unloading & receiving services with 24 hours' notice for freight of all kinds and sizes (including small packages and full pallet size) with unit weight potential of up to 30 tons and unit volumes up to 3,000 cubic feet.

Ability to provide warehouse services, facility, and equipment for handling freight up to a maximum volume of 40,000 cubic feet, and with a minimum Department of State dedicated warehouse floor space of 20,000 square feet, and racking. These services must be provided within a 30-mile commute of the U.S. Post Office Facility at 1102 A St., Tacoma, WA 98402.

Ability to load and stow standard sea containers with individual freight ranging in size from small package boxes to full pallet and oversize pallet size.

Ability to deliver small packages (10 cubic feet & 300 pounds) in the Seattle metropolitan area.

Ability to employ a computer based warehouse management system to record receiving information, labeling, and shipping of previously described freight and maintain an accurate inventory of all freight on hand.

Ability to assume liability for all loss and damage of freight on hand up to maximum of $5,000,000.

Ability to provide all packing and crating (including hazardous materials) services on site.

Knowledge of and compliance with regulations regarding the storage, packaging & transportation of hazardous materials both surface and air.

Provide proof that current staff are certified to classify, package & document hazardous materials for both surface and air transport.

Ability to keep safe and track Government-Furnished Property, supplies, and government personnel household effects.

Background

Work Details
The contractor will be responsible for the following tasks:

- Maintain a dedicated warehouse space of at least 20,000 square feet within a 30-mile commute of the U.S. Post Office Facility at 1102 A St., Tacoma, WA 98402.
- Load and stow standard sea containers with various sizes of freight.
- Deliver small packages in the Seattle metropolitan area.
- Employ a computer-based warehouse management system for inventory tracking.
- Assume liability for loss or damage of freight up to $5 million.
- Provide packing and crating services on-site, including hazardous materials.
- Comply with regulations regarding hazardous materials storage, packaging, and transportation.
