Background
The solicitation is for Consolidated Receiving Point (CRP) Services in Antwerp, Belgium, issued by the European Logistical Support Office (ELSO) of the Department of State. ELSO's mission is to provide storage and transshipment services in support of Foreign Service Officers (FSO) at various posts worldwide. Work Details
The contractor is required to provide CRP services in the Antwerp Port District. The services include providing warehousing and transportation services for household effects (HHE), personally owned vehicles (POV), official vehicles (OFV), supplies, and other special projects for the State Department and other U.S. Government employees serving overseas. The contract includes tasks such as receipt and stowing of cargo; exporting packed HHE, supplies, and vehicles into steamship containers; handling packages for shipment via mail/air mail; marking, banding, blocking, and bracing shipments; movement of official and privately owned vehicles; marking and documentation of shipments for loose HHE; management and inventory control for a stock program referred to as the Expedited Logistics Program (ELP); claim support activities; advancing funds to pay for shipments arriving on a collect basis; passing through charges without adding surcharges; advancing payment of miscellaneous fees/charges in conjunction with other service items in this contract.

Period of Performance
The period of performance is from June 1, 2023 to May 31, 2024 with options for extensions up to June 1, 2033.

Place of Performance
The place of performance must be within a twenty-kilometer radius of the Port of Antwerp: Zaha Hadidplein 1, 2030 Antwerpen, Belgium.
