Description

Subject to final approval, Fiscal Service Procurement on behalf of the Bureau of the Fiscal Service (FSA), Office of Strategy and Transformation, intends to make an award on a sole source basis in accordance with FAR 6.302-1, to FiscalNote, Inc. for the purchase of existing Congressional Quarterly Subscriptions.

The proposed acquisition is to acquire brand name Congressional Quarterly Subscriptions (CQ) for up to five (5) FSA- Office of Strategy and Transformation employees with unlimited access to CQ.com Insights & Analysis (Package), CQ Budget Tracker Newsletter, Standard Federal Legislative Services (Package), Advanced Federal Legislative Sources (Package), Transcripts & Testimony, CQ Knowlegis, Roll Call Newspaper, and Workflow Efficiency Tools.

The proposed contractor's unique qualifications and the nature of the acquisition require use of the authority cited as follows:

1. The proposed contractor developed and owns the propriety and copyrights to the software and data that are used in these products and supports the services specifically required for this acquisition; thereby, the proposed source has the sole unique technical and other resources required for this acquisition.

2. The Government currently uses the proposed contractor's product at FSA. The product supports the Government's need for continuity of operations at the executive level in support of FSA's mission.

3.CQ's Roll Call newsletter is leading daily report on US legislative processes. It provides the latest legislative news, data, intelligence, and analysis.

CQ's technology platform has provided a crucial pipeline of data and mission criticalinformation to the Department of Treasury and participating agencies and offices for more than 20 years.

CQ has a long history of providing the most timely and accurate information on legislative and regulatory developments across the federal government, and this data pipeline has been critical to driving efficiency within the Bureau of the Fiscal Service as the agency has sought to operate as effectively as possible.

It's estimated the ROI of our platform is at least 3x-4x in supporting staff members in the following tasks, enabling them to focus on more high-value activities:

Monitoring Congressional activity including the budget and key Tax and Improper Payment-related legislation,

Tracking multiple amendments that go into the budget and appropriations processes to help eliminate waste and direct resources efficiently,

Accessing key documents and transcripts within 24 hours of hearings and meetings on the Hill and elsewhere, eliminating the need to send staff to attend in person, and

Following comprehensive coverage of all committees and subcommittee markups,without having to resort to manual reviews.

FSA will consider written responses received no later than 1:00 pm ET on Thursday, August 21, 2025. Responses must include sufficient evidence that clearly shows their capabilities to provide the above requirement. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, and is received by the deadline, FinCEN, shall make award on a sole source basis to Factiva, Inc.

The period of performance for the purchase order/contract is anticipated to be a 12-month base period with four (4) - 12-month options periods.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Fiscal Service will consider responses received no later than 1:00 pm ET on Thursday, August 21, 2025. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-FIN-25-071/Attn: JSmith TAshcroft. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to Factiva, Inc.

Qualified contractors must provide the following:

  1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.
  2. UEI
  3. Specific details of the product(s) that your company offers in regard to this notice.
  4. Whether your services are available through a Government contract vehicle or Open Market.
  5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provide cable service.
