The contractor shall provide all engineering, CAD Design, installation services, programming, related hardware, cables, and connectors for a fully functional turn-key video/audio/conference solution to include User Training in operations utilizing the following equipment IAW scope of work provided. Work to be performed at USCG Sector NC Headquarters: 721 Medical center drive, Wilmington, NC 28401.

All quotes must be submitted by 08/28/2025 Noon EST.

All quotes must be submitted via email to luis.r.perez1@uscg.mil. Ensure block 17a (Include UEI) and pricing are completed on SF-1449 along with quote.

Source Evaluation: Lowest Price Technically acceptable.

This procurement is 100% set-aside for Small Businesses using NAICS code of 541519.

The small business standard is $34.0 Mil.

All eligible responsible sources may submit a quote which shall be considered by the United States Coast Guard, however those submitting quotes that do not have an active vendor record at SAM.gov or meet the size requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award.

The Government reserves the right to cancel this solicitation.

The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation.

Background
The United States Coast Guard (USCG) is seeking a contractor to provide a fully functional turn-key video/audio/conference solution at their Sector NC Headquarters located at 721 Medical Center Drive, Wilmington, NC 28401.

The goal of this contract is to enhance the conference capabilities of the facility through the installation of advanced audio-visual equipment and user training for USCG staff.

Work Details
The contractor shall provide all engineering, CAD design, installation services, programming, related hardware, cables, and connectors necessary for the video/audio/conference solution.

The work includes the following specific products:

**Video Routing Matrix/Switching System:**

- 1 Crestron DMF-CI-8 DigitalMedia™ Card Chassis for DM-NVX-C & DMCF, 8 Slots

- 3 Crestron DM-NVX-360 DM NVX® 4K60 4:4:4 HDR Network AV Encoder/Decoder

- 4 Crestron DM-NVX-360C DM NVX® 4K60 4:4:4 HDR Network AV Encoder/Decoder Card

**Room Conference System:**
- 2 MRB-M-X400-C-CIC6LP Certified meeting room bundle; includes TesiraFORTÉ X400, Parlé TCM-XA White, Parlé TCM-XEX White, (4) Desono C-IC6LP-TAA White.
- (1) Cat5e Cable Black 25' Plenum Rated (7) Cat5e Cable.
- 2 CAM520 Pro3 Enterprise Grade PTZ Camera with Improved SmartFrame.

The equipment will integrate with existing USCG provided equipment such as laptops and monitors in designated locations including the Conference Room and Interagency Operations Center.

The contractor will also supply programming software for control systems/touchscreen panels and provide one year of programming support and troubleshooting support.

Period of Performance
All supplies/materials must be delivered no later than 30 days after receipt of order.
