Concrete BPA Order - RipRap Upper Mississippi River

Background
The US Army Corps of Engineers – Rock Island District has a requirement for the supply of general-purpose riprap to support their mission of maintaining and improving the navigability of the Upper Mississippi River.

The goal of this contract is to procure 25,000 tons of riprap with options for an additional 35,000 tons, which will be utilized by USACE personnel and floating plant assets for river maintenance activities.

Work Details
The contractor is responsible for delivering and loading a total of 25,000 tons of general-purpose riprap onto USACE barges.

The loading will occur between River Miles 432 - 454 of the Upper Mississippi River, specifically between Muscatine, Iowa, and New Boston, Illinois. The delivery must adhere to the following specifications:

- Minimum delivery rate: 1,500 tons per 10-hour workday (7:00 a.m. to 5:30 p.m.) on an 11-3 work schedule (11 days on – 3 days off).
- Options include:
- Option 1: 15,000 tons
- Option 2: 10,000 tons
- Option 3: 5,000 tons
- Option 4: 5,000 tons
- All deliveries are at the contractor's expense and must be coordinated with necessary approvals for transportation from the quarry to load sites.
- Loading methods must ensure that rock fill does not fall more than four feet onto barge decks to minimize damage.
- Barge specifications include dimensions of approximately 35 feet wide by 150 feet long with varying load capacities between 400 – 700 tons per barge.

Period of Performance
The contract period includes a base requirement for immediate delivery followed by options that may be exercised no later than September 15, 2025. Delivery start dates for options are required to be no later than two weeks after exercising each option.

Place of Performance
The geographic location for performance includes the Upper Mississippi River between River Miles 432 - 454, specifically in areas around Muscatine, Iowa, and New Boston, Illinois.
