The U.S Army Corps of Engineers (USACE) require the supply of RR-5 Riprap to the Mississippi River Project Office (MRPO)- Project Maintenance Unit to be placed by USACE personnel and floating plant assets. A call order was issued via email to all current blanket purchase agreement (BPA) holders to submit quotes on 16 July 2025 at 2:00 PM CST. In accordance with FAR 5.101(a)(1) proposed contract actions expected to exceed $25,000 must be disseminated by synopsizing in the Governmentwide point of entry, which is https://www.sam.gov.

Pool 11 - Riprap Suppy Purchase Description:

Supply and load 20,000 tons of general-purpose riprap, in accordance with paragraph k, with options for an additional 40,000 tons. Riprap will be placed by USACE personnel and floating plant assets. The contractor will be responsible for delivering and loading riprap onto the deck of USACE barges. The loading of riprap must take place between River Miles 606 - 609 of the Upper Mississippi River, near Cassville Wisconsin.

Base: Up to and including 20,000 tons general purpose riprap. The contractor will be paid based on actual quantities delivered. The contractor should be ready to start delivery within two weeks of contract award, however, project start date may vary due to current workload of the Project Maintenance Fleet or unforeseen delays mentioned above. It is anticipated for loading to begin between the dates of August 01, 2025 and September 01, 2025. The exact start date will be identified to the contractor upon contract award.

Option 1: Up to and including 15,000 tons general purpose riprap. The contractor will be paid based on actual quantities delivered. The Government reserves the right to exercise Option 1 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option 1.

Option 2: Up to and including 10,000 tons general purpose riprap. The contractor will be paid based on actual quantities delivered. The Government reserves the right to exercise Option 2 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option 2.

Option 3: Up to and including 5,000 tons general purpose riprap. The contractor will be paid based on actual quantities delivered. The Government reserves the right to exercise Option- no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option 3.

Option 4: Up to and including 5,000 tons general purpose riprap. The contractor will be paid based on actual quantities delivered. The Government reserves the right to exercise Option 4 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option 4.

Option 5: Up to and including 5,000 tons general purpose riprap. The contractor will be paid based on actual quantities delivered. The Government reserves the right to exercise Option 5 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option 5.

Interested vendors may submit a quote by completing the bid schedule in the attached statement of work and sending it to the email contacts listed below before the deadline posted on this notice.

Unless a quote received via this notice is less than the lowest priced offer received from the BPA holders, quotes submitted in response to this notice will not be considered for award.

Background

This contract aims to provide 20,000 tons of riprap for the repair of wing/closing dams near Hurricane Island located in Pool 11. The contractor will be responsible for delivering and loading riprap onto USACE barges.

Work Details
The contractor must supply and load 20,000 tons of general-purpose riprap, with options for an additional 40,000 tons. The loading of riprap will take place between River Miles 606 - 609 of the Upper Mississippi River, near Cassville, Wisconsin.

Specific details include:
