Solicitation Information

All quotes/responses shall be submitted via email to JaNae Lester at janae.a.lester.civ@us.navy.mil no later than Tuesday, August 26, 2025 @ 1:00 PM EST.

Solicitation N0042125Q1324 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with COMSOL, Inc., under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b).

This is a firm fixed-price procurement; therefore, the offeror's intial offer should represent the vendor's best quote in terms of price and technical acceptability.

***Basis for Award***

The Government intends to award this on a sole source basis. All interested parties MUST submit their capabilities and a quote no later than Tuesday, August 26, 2025 @ 1:00 PM EST. The Government will make a decision to consider other offers.

Background
The U.S. Government intends to purchase a COMSOL software package for multiphysics modeling phenomena on a sole source basis from COMSOL, Inc. This procurement is part of the NISE Project, which focuses on the producibility of hypersonic structural elements.

The software is essential for rapid analysis of multiphysics phenomena that occur in hypersonic applications, supporting advanced engineering computations.

Work Details
The contractor shall provide the following deliverables:
- COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. This is a perpetual license.
- Deliverable list must include part number, model number, quantity, and trade name of each item due.
- Expected delivery timeline must be provided within 10 business days of contract award.

Period of Performance
The period of performance for this work shall not extend beyond September 30, 2025.
