COMSEC Managerial Security Support Services

Background
The Air Force Life Cycle Management Center, Cryptologic & Cyber Systems Division, Air & Ground Contracting Branch, located at Lackland AFB, TX, is issuing a Request for Proposal (RFP) for Communication Security Managerial Support services. Work Details
The contractor will provide Communications Security (COMSEC) Support Services as Primary and Alternate Custodians for Colombia. This includes:
- Housing and utilities for personnel involved in COMSEC management.
- Travel costs associated with in-country support.
- Mobilization and demobilization of personnel.
- Other Direct Costs (ODCs) related to the performance outlined in the Performance Work Statement (PWS).

Specific tasks include:
1. Ensuring strict compliance and control of keying material during operational transitions.
2. Providing appropriate COMSEC materials to cleared individuals.
3. Reporting any COMSEC incidents according to NSA procedures.
4. Developing an Emergency & Precautionary Destruction Plan compliant with NSA CSS Policy Manual 3-16.

Period of Performance
The period of performance for this contract will be five years, starting from August 1, 2026, through July 31, 2031.

Place of Performance
The primary place of performance will be in Colombia as required by the contract specifications.

Bidder Requirements
Offerors must demonstrate capability in executing COMSEC support services and must have relevant experience in similar contracts.
