COMSATCOM Bandwidth Monitoring and Utilization   2

The Defense Information Technology Contracting Organization (DITCO), 2300 East Drive, Scott Air Force Base, IL 62225, intends to issue a sole source contract to KRATOS RT Logic, 12515 Academy Ridge View, Colorado Springs, CO 80921-3779. This acquisition includes commercial satellite communications (COMSATCOM) bandwidth monitoring and utilization assessment and reporting services to enable United States Space Force's (USSF's) COMSATCOM Office to track and report actual spectrum utilization across all COMSATCOM contracts. This reporting will be used to gain a more comprehensive understanding of how efficiently Combatant Commands, Services, and Agencies are actually utilizing the bandwidth they have procured. KRATOS RT Logic is the only source that can perform this task to fulfill the Government's requirement.

A request for a written proposal is expected to be issued January 2020. Anticipated award date is March 2020. The resultant contract will be firm fixed price contract with a 1-year base period and four 1-year option periods. The period of performance is contingent upon contract award. Sustainable acquisition requirements do not apply.

The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other type of property or services will satisfy the agency requirement.

Oral requests will not be accepted. Responsible sources may submit a proposal, which shall be considered by the agency.
