This Pre-Solicitation notice is for informational and planning purposes only and is NOT a request for proposal. This notice is for an upcoming requirement for a Computer Numerical Control (CNC) Machines Service Contract at Tobyhanna Army Depot, Tobyhanna, PA 18466.

Please see attached draft Performance Work Statement (PWS) and draft Solicitation *NOTE: DRAFT PWS and solicitation may be subject to minor revisions*.

In order to be eligible for award, the prospective offeror must have a current and active registration in SAM.gov and not show any Active Exclusions and not have any Debt Subject to Offset. The offeror must be found responsible in accordance with FAR 9.1 Responsibility of Prospective Contractor.

Any responsible firms believing they can provide this requirement should, within 15 days of this notice, contact in writing the Contract Specialist identified and submit a capability statement describing their firm's capability to meet the Government's requirement, which will be reviewed for consideration.

This notice does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary.

The purpose of this Pre-Solicitation/ Industry Day Meeting will be to review the requirement, and go over the specifications, and have a question-and-answer session with all attendees ahead of time. ***

Background
This Pre-Solicitation notice is issued by the Tobyhanna Army Depot, located in Tobyhanna, PA. The purpose of this contract is to establish a Computer Numerical Control (CNC) Machines Service Contract to support the maintenance and operation of CNC equipment at the depot.
The agency aims to ensure that the CNC machines are properly serviced and maintained to meet operational requirements.

Work Details
The contractor will be required to perform various tasks including:
1. Accessing proprietary data and information related to Government operations, ensuring confidentiality and compliance with the Privacy Act of 1974.
2. Providing maintenance services for CNC machines, which includes guidance on utilities conservation practices.
3. Ensuring that all documentation containing personal information is controlled and protected.
4. Notifying the contracting officer immediately if any organizational conflict of interest arises during the performance of the contract.
5. Completing required training such as Anti-Terrorism Level I Training, OPSEC Training, iWATCH Training, and Information Assurance Training within specified time frames after contract initiation or employee onboarding.
