SOLICITATION AMENDMENT 0006 - 25 JAN 2023

The purpose of this Amendment A0006 is to incorporate changes to the following documents: 1) W900KK23R0005_CBID_III_conformed_at_Amd_0006_20230125; 2) W900KK23R0005_Attach_08_CBIDIII_WP_Task_Order_20230125; 3) W900KK23R0005_Attach_23_CBIDIII_Past_Performance_Questionnaire_Cover_Letter_20230125; 4) W900KK23R0005_Attach_29_CBIDIII_RFP_Price_Workbook_Rev_3_20230125; and, 5) W900KK23R0005_Attach_32_Questions_and_Answer_20230125.

SOLICITATION AMENDMENT 0005 - 19 JAN 2023

On 13 January 2023 the Government published Amendment 0004 to Solicitation W900KK-23-R-0005 for the Computer Based Instructional Development III procurement. The purpose was to post Government responses to questions, comments and recommendations submitted by Industry. Several proposal submission instructions were modified to reduce workload associated with proposal preparation. Unfortunately some of those changes conflict with other instructions. There is a need to make corrections. Time will not permit revisions right now since the contract writing tool used to create the solicitation will soon be out of service for maintenance. As an interim fix, this Amendment 0005 updates Section L at paragraph L.1.3 by removing the requirement to submit the Past Performance Volume II separately on 23 January 2023. All four volumes of the proposal are now due on 13 February 2023. All other items listed in the solicitation remain unchanged.

SOLICITATION AMENDMENT 0004 13 JAN 2023

The purpose of this solicitation amendment is to address questions submitted by industry. All of the submitted questions were addressed and are shown in Attachment 32 - Questions and Answers (W900KK23R0005_Attach_32_Questions_And_Answers_20230113). The amendment also shows the changes that were made to Sections J, L, and M of the solicitation (W900KK23R0005_Amd_0004_CBID_III_20230113). Clause 52.216-19 Order Limitations was updated and clause 52.216-32 Task-Order and Delivery-Order Ombudsman (Sept 2019) was deleted. The attachments that were updated in this amendment are Attachment 01 CBID III PWS, Attachment 08 CBID III WP Task Order, Attachment 10 CBID III WP PWS, Attachment 13 VACR IMI AEC Sample Task Order, Attachment 14 CBID III VACR IMI AEC Exhibit A CDRLS, Attachment 17 CBID III VACR IMI AEC PWS, Attachment 19 - CBID III TC 3-01.80 Visual Aircraft Recognition, Attachment 21 CBID III Compliance Matrix, Attachment 23 CBID III Past Performance Questionnaire Cover Letter, and Attachment 29 CBID III RFP Price Workbook Rev 2.

SOLICITATION AMENDMENT - 09 NOV 2022

This notice serves as an amendment to the CBID III Solicitation/Request for Proposal posting.

The Pre-proposal Conference scheduled for 15 November 2022 is canceled due to inclement weather in the area. Therefore, it is no longer listed in Section L.1.3.

The next milestone event in the schedule is the requirement to submit the Solicitation Questions no later than 1:00 PM Eastern on 18 November 2022.

This Amendment 0001 also addresses the identification of an artifact on the CBID III - Attachment 29 (W900KK23R0005_Attach_29_CBID_III_RFP_Price_Workbook_20221104) that needed to be deleted prior to posting. As a result, CBID III - Attachment 29 is rescinded and replaced with CBID III - Attachment 29 Revision 1 (W900KK23R0005_Attach_29_CBID_III_RFP_Price_Workbook_Rev_1_20221109).

SOLICITATION - 04 NOV 2022

This notice serves as the official/final CBID III Solicitation/Request for Proposal posting.

CBID III is a single award firm fixed priced Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract. The CBID III program will be acquired as a Set-Aside for Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), on a competitive basis. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government. Evaluation methodology for the instant procurement consists of three Factors: Technical Approach, Past Performance, and Price.

CBID III will satisfy Government requirements for Interactive Multimedia Instruction (IMI) products and services, Desk Top Trainers (DTT) products, and Organic (Embedded) Trainers via a Single-Source Indefinite Delivery Indefinite Quantity (IDIQ) contract that will support U.S. Army, Joint community, and other Government agencies.

A virtual pre-proposal conference is tentatively scheduled for 1:00 p.m. - 3:30 p.m. EST on 15 NOV 2022 will be conducted virtually on Microsoft Teams. Please submit your request to attend listed at L.1.5. no later than 1:00 p.m. EST on 10 NOV 2022.

Solicitation questions are due no later than 1:00 p.m. EST on 18 NOV 2022.

All communications between Offerors and the Government pertaining to this CBID III solicitation, its attachments and all amendments shall be through the Procuring Contracting Officer (PCO) and the designated Contract Specialist (CS).
