Description

The Federal Bureau of Prisons, Field Acquisition Office located in Grand Prairie, Texas intends to make a single award for the provision of Comprehensive Medical Services for the Federal Correctional Institution (FCI) La Tuna located in Anthony, Texas. Offerors are encouraged to submit comprehensive proposals providing all listed outputs. Offerors who propose less will be evaluated accordingly. Services to be provided include Inpatient/Outpatient physician and facility services, long-term care, extended stay, and outpatient institution services. The contract type is a requirements type contract with firm fixed unit pricing. The contract shall consist of a Base Year and four 12-month option years for renewal. The estimated quantities for the Base Year and all Option Years are as follows:

Inpatient Days: 570 estimated days

Outpatient Visits: 610 estimated visits

Long-Term Care: 235 estimated days

Extended Stay Day Per Diem: 120 estimated days

Due to the volume of information, quantities of outpatient institution services will be provided in the solicitation document. The solicitation will be made available on/or about Thursday, September 21, 2023, and will be distributed solely through the General Services Website System of Award Management website at http://www.SAM.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site.

Background
The Federal Bureau of Prisons (BOP), through its Field Acquisition Office in Grand Prairie, Texas, is seeking a single-award contract for Comprehensive Medical Services for the inmate population at the Federal Correctional Institution (FCI) La Tuna and its adjacent Federal Prison Camp in Anthony, Texas.
Established in 1930 to provide progressive and humane care and to professionalize prison services, the BOP’s mission is to protect society by confining offenders in secure, safe, cost-efficient facilities and to provide work and self-improvement opportunities.
When inmate medical needs exceed in-house capabilities, community-based referrals are made.
This solicitation aims to establish a contractual agreement to deliver necessary professional and facility inpatient, outpatient, long-term care, extended stay, and outpatient institution services consistent with community standards and applicable laws.

Work Details
Provide Comprehensive Medical Services including:
• Inpatient facility services (estimated 570 days/year) and outpatient facility services (estimated 610 visits/year) conforming to community standards, local/state/federal regulations, and using Joint Commission-accredited or equivalently accredited hospitals. Rooms must be private with space for up to three guards and include emergency services.
• Long-term care services (estimated 235 days/year) and Extended Stay Per Diem (estimated 120 days/year) charged per diem beyond medical necessity.
• Professional services conforming to community standards, including physician and non-physician care, with primary source verification of education, licensure, and board certification. Appointments for specialty care must be within 14 calendar days of referral and only BOP Formulary drugs may be prescribed.
• Institution-based on-site specialty clinics (cardiology, gastroenterology, orthopedics, physical therapy, prosthetics/orthotics, optometry, dermatology, general surgery, nephrology, podiatry, urology) in the FCI Health Services Unit with session-based pricing and prorated billing.
• Invoice and medical claims processing: paper invoices (up to 50 claims per invoice) using UB-04 or CMS-1500 forms, transitioning to electronic ANSI 837 billing. Include Task Order number, inmate name and register number, date of service, provider name and NPI, CPT/HCPCS codes, unit price and amount billed. Provide annual estimate of outstanding charges. Corrected claims via ANSI 837i/837p. Maintain a 90-day billing window and 30-day resubmission policy and adhere to prompt payment practices.
• Medical record management: daily faxed treatment reports, discharge instructions, and copies of labs, imaging, EKGs, progress notes, and physician narratives within ten business days. Ensure continuity of care and compliance with privacy standards.
• Communication: designate a clinical Point of Contact with after-hours coverage. Notify the Contracting Officer’s Representative within 24 hours of life-threatening emergencies. Coordinate referrals and approvals for all services. No unauthorized care beyond written consultation orders.

Period of Performance
Base Year: 12 months from Effective Date of Award (anticipated April 1, 2024).
Plus four unilateral 12-month option years and one 6-month optional extension.

Place of Performance
Federal Correctional Institution La Tuna, 8500 Doniphan Road, Anthony, Texas 79821, and community-based medical providers in the El Paso, Texas Core Based Statistical Area (CBSA 23140) as necessary to meet inmate healthcare needs.

Bidder Requirements
Offerors must not utilize providers on the HHS List of Excluded Individuals/Entities.
Professional providers must hold current State of Texas medical licenses, board certifications where applicable, and National Provider Identifier numbers, with primary source verification upon request.
Institution-based staff must undergo security clearances per BOP Program Statement 3000.03, including NACI, NCIC, DOJ-99 name checks, fingerprinting (FD-258), local law enforcement checks, employer vouchering, OPM-329A release, resume review, a preemployment form, and drug testing. Staff must attend a four-hour orientation and annual refresher.
Offerors proposing subcontracting must submit a subcontracting plan.
Offerors with existing BOP medical claims adjudication contracts must identify and mitigate potential organizational conflicts of interest.
Facilities must be accredited by the Joint Commission or equivalent and offerors must submit a quality control plan prior to performance.
