Background
The Department of the Air Force Library Program is seeking a subscription service for congressional legislation tracking and analysis to support AFMC HQ/PA. The goal is to provide a comprehensive, non-partisan resource that tracks federal legislation and offers unbiased analysis of both current and archival information, enabling informed decision-making.

Work Details
The contractor must provide the following services:

1. Committee Markup coverage, hearings, and rosters from 1989 to present.
2. Comprehensive coverage of state news and legislation.
3. Information on the federal budget and defense bills from first draft through the appropriations process.
4. Indexed and searchable video footage of House and Senate floor proceedings, along with law tracking tools to identify small changes in drafts.
5. Complete verbatim transcripts of hearings within 3 days of their conclusion.
6. A platform for issue management and collaboration with state leadership, staff, and key stakeholders.
7. Analysis and coverage of state policies including insights, budget analysis, legislative summaries, and reporting.
8. Detailed breakdown of federal agency spending including contract and vendor information.
9. A dedicated consultant for curation, summarization, and analysis of U.S. Federal, State, and global policies.
10. A customizable dashboard for users to assess public policy impacts on their organization.
11. Must be a current commercial off-the-shelf product in the library and legislative marketplace.
12. An app for access along with training and support.
