COMPREHENSIVE FINANCIAL SERVICES SUPPORT (CFSS)   2

USTRANSCOM is seeking sources that possess the availability and capability to provide budget and funds management, program assessment, and financial and cost analysis. This requirement provides TCJ8 with support for budget and funds management, financial management and analysis, program cost analysis, operational cost analysis, billing rate development, billing and revenue, resource advisor (budget), and command initiatives and business processes.

The anticipated acquisition strategy for the CFSS requirement is to be determined (TBD) at this time.

The anticipated period of performance is 1 October 2022 30 September 2023, with four 1-year option periods.

Background
The solicitation is for COMPREHENSIVE FINANCIAL SERVICES SUPPORT (CFSS) for USTRANSCOM. The primary work location for contractor personnel will be at Scott Air Force Base, IL. However, other CONUS work locations or travel may be required. The contractor shall provide a workforce possessing the skills, knowledge, and training to satisfactorily perform the services required under this contract. Contractor employees performing services under this contract shall be controlled, directed, and supervised at all times by management personnel of the contractor.

Work Details
The work involves providing comprehensive financial services support to USTRANSCOM. The contractor is expected to perform various tasks including but not limited to providing advice, opinions, alternatives, analyses, evaluations, training, processes to eliminate waste, standardize best practices, reduce cycle times, and reduce the cost of doing business. The contractor shall also provide administrative actions related to specific documents such as staffing actions, acquisition packages, updates, processing, and subsequent filing.
Additionally, the contractor is expected to support Government agency reviews and audits of all services and support provided under this PWS.

Period of Performance
The estimated period of performance for the contract is from 1 July 2022 to a future date as specified in the contract.

Place of Performance
The primary place of performance for all services will be performed at Scott Air Force Base (SAFB), IL. Telework is allowable with prior Government coordination.
