Description

The Department of Children and Families (Department), Office of Information Technology Services (OITS) and Office of Child and Family Well-Being (OCFW), is issuing this solicitation to interested parties for the purpose of obtaining a system to perform Comprehensive Child Welfare Information System (CCWIS) Intake and Investigation functions. Any Vendor interested in submitting a reply must comply with all terms and conditions described in this RFQ. The Administration for Children and Families (ACF) announced the CCWIS final rule 45 CFR 1355.50-57, which replaces the previous Statewide and Tribal Automated Child Welfare Information System (S/TACWIS) regulations. CCWIS provides Florida with the opportunity to take advantage of leading technology capabilities and implement a modular best of breed Solution specifically designed to enhance the efficiency, effectiveness, and outcomes of child welfare program practices. This will provide the flexibility to tailor information technology needs more closely to program requirements. Florida will deliver a CCWIS compliant Solution meeting the regulations required to receive maximum federal funding. The Department seeks to procure and implement a CCWIS compliant Solution to modernize the Department's technology ecosystem in a phased approach. The CCWIS compliant Solution will ultimately replace the current Florida Safe Families Network (FSFN). The Florida Legislature, in the 2022 Session approved funding for the first phase of CCWIS modernization, which includes: - Building enterprise architecture components for an Enterprise Service Bus, Business Rules Engine, and access to an Enterprise Data Warehouse, and Implementing a commercial of-the-shelf (COTS) or Software as a Service (SaaS) platform/solution and configuring/customizing the Intake and Investigation modules. FSFN is the current child welfare information system used by the Department and its partners to provide children, youth, and families with the essential and often lifesaving services they require. Transferred from the state of Wisconsin, FSFN is over twenty years old and was built with now-obsolete technology. Additionally, its architecture was not specifically designed to support the Department's, and more generally, modern child welfare's unique and dynamic needs. One of the primary business needs and drivers for the modernization of Florida's FSFN is to implement the Department's strategic initiative to align FSFN with CCWIS requirements. To accomplish this, FSFN must transition from an obsolete monolithic application to more modern technology architecture that can provide the enhanced functionality needed today and the agility and flexibility to meet future objectives and needs. The system also has constraints on data quality, advanced analytics, and transparency. Furthermore, updates and augmentation of FSFN over the years have been approached without an overarching strategy that anticipated and aligned with future technological advancements and increasing functional needs of the Department, its partners, and the clients served. The Department plans to follow a phased modular implementation approach. This approach involves replacing FSFN functionality with modules from the new CCWIS system. Using this approach will require that FSFN have a high level of interoperability with the new CCWIS system modules (data synchronization) since FSFN remains the system of record until FSFN is fully replaced. The Department is asking Vendors to offer two separate configurations in responding to this RFQ: 1. Intake only 2. Intake and Investigations The Department may, at its discretion, choose to procure either an Intake-only solution or a combined Intake and Investigations solution. Throughout this RFQ, Vendors should understand that when the document uses the phrase "Intake / Investigations" (including derivations thereof), that should be taken to mean either an intake-only solution or a combined intake and investigations solution. Depending on future legislative approval, the Department ultimately plans to replace all the modules below (list subject to change for future phases), however, Vendors responding to this RFQ must understand, that this RFQ only encompasses the scope for Intake and Investigation. 1. Intake: Recording information on reports of child abuse and neglect; 2. Investigation: Investigating reports of abuse and neglect; 3. Assessment: Assessing family for child safety; 4. Service Planning: Interim and long-term service planning; 5. Case Management: Recording details of encounters and other case- and court-related activities; 6. Financial Management: Processing and recording payments for services for children and families served by OCFS, including Title IV-E eligibility; 7. Licensing and placement; 8. Provider and person management; 9. Reporting: Federally required, pre-defined, and ad hoc reporting used by caseworkers, caseworker supervisors, and managers; and 10. Resource Management: Managing and utilizing foster care placement and service resources. FSFN has over 20,000 named users consisting of Department employees, Department external stakeholders, Community Based Care (CBC) employees, CBC external stakeholders, Sheriff's office employees, and Sheriff's office external stakeholders. External stakeholder users have view access with very limited update access (i.e.; can only add a case note) to FSFN. Intake functions are performed by the Hotline, consisting of Department employees. Investigation functions are performed by both Department employees and Sheriff's office employees.
