SOURCES SOUGHT COMPLICATED OBSTETRICAL EMERGENCY SIMULATION SYSTEM COES2

his anticipated requirement will be for the Complicated Obstetrical Emergency Simulation System 2 (COES2). The COES2 will provide the ideal training solution for perinatal healthcare personnel skills that pertain to complicated obstetric emergency healthcare improvement. The simulation standardization methodology is evidence-based training of standards based interventions with team communications to improve patient outcomes while maintaining a safe environment. The COES2 program will provide simulation training on high-risk, low-volume scenarios such as postpartum hemorrhage, shoulder dystocia, eclampsia, breech delivery, operative vaginal delivery, umbilical cord prolapse, and neonatal resuscitation. Participation in complicated obstetric emergency simulations improves confidence, competency, and communication among the perinatal staff. Additionally, there is a need to extract and centrally collect data related to COES2 utilization in order to track and monitor simulation performance, participation, quality and outcomes. This helps to target systems-based improvement among our diversely resourced Military Treatment Facilities (MTFs) providing peripartum services.

There is NO solicitation at this time. This request for capability information does NOT constitute a Request for Proposal (RFP). Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued.

Instruction for Submission of Response:

Respond to Sources Sought topics:

  1. How will your company meet the requirements of the PWS? Provide your answers in the context of :

a. A technical desription of your potential technical approach. The description should answer the following:

i. What is your approach and how does it work?

ii Describe the subsystems (training aides, devices, etc.), how many, and how they meet the training objectives.

2. What is the maturity of the approach, e.g. is it in development or in production? If in production, where is it currently
being used? If your solution requires development/enhancement, please elaborate on this development and provide
an estimated timeframe to completion.

3. Provide a description of your manufacturing capabilities as related to your approach. What is your production rate
capacity of your proposed approach? Do you have the ability to field at least 22 Systems in a year, both Conus and
OCONUS?

4. What experience does your company have with Performance Based Logistics, documenting and providing optimum
material readiness, economical logistics support, and identification /evaluation of resources required to develop and
manage an effective support system?

5. Describe your ability to integrate multiple components from various vendors, integrate part task trainers, and sub-
components into systems.

6. Describe your ability (or your ability of your approach) to collect operational training data and translate it into metrics and
statistical data. Please provide examples.

7. If you were to participate in this acquisition, would you be doing so by yourself or as a member of a team? If, as part of
of a team, identify your team composition.

8. If applicable to your technical approach, please provide an assessment of your ability to attain a DoD Authority to Operate
(ATO).

Statements should not exceed 10 pages in length. All responses must include the following information:
1) Most updated business Registration with https://sam.gov/SAM/ that include Company name, address, email address,
website address, telephone number, and size and type of ownership for the company, Cage Code; and

2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims
of technical, organizational and staff capability.

Draft Performance Work Statement/requirement description: Submit any comments/questions regarding the draft
PWS/requirement description. This section is optional and does not count towards page limit. If response, include the page
number and paragraph of the draft statement of work/requirement description with each comment/question.

Responses should demonstrate the respondent's experience and expertise to potentially fulfill the requirement identified above
within 9 months after contract award (10 prototypes). Responses should identify the company name, company size (small or
large), and contracting vehicles (e.g. GSA, NASA SEWP, etc) that you are affiliated with. If significant subcontracting or teaming is
anticipated in order to deliver the technical capability, respondents should address the administrative and management structure of
such arrangements. In addition, if a small business, indicate what portion of the work is within your capabilities.
