Competitive Procurement of Medium Speed Explosive Detection Systems (MSEDS) Equipment Production and Installation Services   3

The Transportation Security Administration (TSA) is issuing this Request for Quote (RFQ) for Medium Size Explosive Systems (MSEDS) and associated ancillary items and support services in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in accordance with the attached RFQ 70T04020Q9CAP1112.

This is a full and open competitive acquisition for the award of a Firm Fixed Price (FFP) contract. The associated North American Classification System (NAICS) code for this procurement is 334517 with a business size standard of 1,000 employees.
Offerors are hereby notified that information about this procurement, including the solicitation and subsequent amendments, will only be available on the Contract Opportunities on the Beta.Sam.Gov website.
Interested parties are responsible for monitoring the Beta.Sam.Gov website to ensure that they have the most up-to-date information about this procurement. Offerors are requested to review all documents carefully. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01.

RFQ Questions from Vendors are due no later than 2:00 PM, Washington DC time, on Thursday, June 4, 2020.

Proposals are due by 12:00 PM, Washington DC time, on Tuesday, June 16, 2020.

UPDATE FOR AMENDMENT A-00001 (See Attached SF30):

This amendment provides the following updates to the RFQ:

1. Provide responses to vendor questions. See Attachment 1 for questions and responses.

2. Update the table in Section A.6 to correct CLIN 0018 descriptions.

3. Delete Bar Code Reader information from the Table of Contents as well as Sections B.3.6.1, B.4.5, D.1.1, and D.4.2.

4. Update the Payment Milestone for CLIN 0010 in Section D.4.2.

5. Updates are noted as tracked changes in the updated RFQ (Attachment 2).

The proposal due date remains unchanged: 12:00 pm EST, June 16, 2020.

All other terms and conditions remain unchanged.

This amendment provides the following update to the RFQ:

1. The proposal due date has been changed to 12:00 pm EST,Monday, June 22, 2020.
