All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The United States (U.S.) Department of State (DoS) Bureau of the Comptroller and Global Financial Services (CGFS) performs all The Department of State (DoS) Bureau of the Comptroller and Global Financial Services (CGFS) performs all departmental financial management services, programs, and systems activities. The timely, efficient and accurate functioning of the DoS compensation and related financial support systems is critical to its worldwide mission of advancing freedom for the benefit of the American people and the international community. In support of certain DoS initiatives related to an array of applications of various languages, DoS CGFS/GFMS may have a requirement for contractor services for full software engineering life cycle support, plus the attendant training and documentation required in accordance with best practice life cycle development processes for large-scale enterprise-wide web-based and distributed financial management applications, and in particular, for those supporting the accurate and timely salary and benefits payment to DoS domestic and overseas employees and personal services contractors. Please see attached draft Performance Work Statement (PWS) for additional information.

CFSS Program support requirements are detailed in the attached DRAFT Performance Work Statement (PWS).

Areas of particular focus are:

TASK A. CGFS/GFMS Development, Maintenance and Enhancement (DME)

Task B. CGFS/C Operations Support Task

Task C. CGFS/GFMS Development Network Infrastructure Support (DIS)

Capability statements should include contemplated approach/process for addressing each focus area and should include addressal of experience/expertise level for each of the software tools/systems supporting each focus area.

In addition, responses should address resource levels that the planned approach will require.

The North American Industry Classification System (NAICS) Code is anticipated to be 541512, Computer Systems Design Services, with a size standard of $34M.

Offerors must be current holders of GSA Schedule 70 including the following SINS:

SIN 54151S IT Professional Services

SIN 54151 Software Maintenance Services

SIN 511210 Software Licenses

SIN 518210C Cloud and Cloud-Related IT Professional Services

The Government is contemplating establishing a Blanket Purchase Agreement (BPA) with BPA call orders of firm fixed price and time-and-material/labor hour with an anticipated start date in February 2025. The work performance locations are Washington DC, Charleston SC, and Bangkok, Thailand. A Top-Secret Facility Clearance will be required.

Instructions for submission of responses:

  1. Responses must be limited to 15 pages. No items are excluded from the page limitation.
  2. Submissions should utilize Microsoft Office formats and shall be searchable.
  3. Responses should address the following:
    1. TS facility clearance: (Yes or No)
    2. DUNS number
    3. CAGE code
    4. GSA Schedule 70 contract number
    5. GSA Schedule 70 SINS held by company in addition to the SINS listed above
    6. Small Business category of your business (e.g. 8a, WOSB, etc.)
    7. Experience and understanding of PWS requirements and designated focus areas
    8. Any additional relevant information (within total submission page limit)

Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. Interested parties are requested to submit a capability statement. Do not submit pricing information in response to this Sources Sought.

Background

Work Details
The contract involves full software engineering life cycle support, training, and documentation for large-scale enterprise-wide web-based and distributed financial management applications. It includes support for accurate and timely salary and benefits payment to DoS domestic and overseas employees and personal services contractors. The contractor will work in partnership with the DoS Bureau of the Comptroller and Global Financial Systems (CGFS), internal and external government partners, and Oracle, the provider of the proprietary PeopleSoft software. The scope includes upgrades, enhancements, extensions, interfaces, integrations, reporting for the Commercial-Off-The-Shelf (COTS) and custom developed CFSS component systems. The work performance locations are Washington DC, Charleston SC, and Bangkok, Thailand.
