AMENDMENT 0001: The Quoter shall acknowledge A0001 in writing on the cover page of their quote submission, or by signing and returning the SF-30 with their quote.

This amendment is issued to answer questions to the RFQ and to update the RFQ document, including quote submission and evaluation instructions. Read the updated document carefully to ensure the quote conforms to the requirements of A0001.

This procurement is for software as a service (SaaS) for Community Reinvestment Act (CRA), Home Mortgage Disclosure Act (HMDA), Fair Housing Act (FHA) and Equal Credit Opportunity Act (ECOA) data. The Office of the Comptroller of the Currency (OCC) is responsible for regulating and supervising nationally chartered banks and federal savings associations (collectively, banks). As part of bank supervision, the OCC is responsible for assuring compliance with federal banking laws including the CRA, HMDA, FHA, and ECOA.

The OCC requires a contractor to provide SaaS that OCC personnel can use to assist them in evaluating and examining the banks for compliance with CRA, HMDA, FHA, and ECOA. Market research was conducted to review interested parties that offer a SaaS tool. The requirement is for a new tool in 2024.

Background

The Office of the Comptroller of the Currency (OCC) is responsible for regulating and supervising nationally chartered banks and federal savings associations (collectively, banks). As part of bank supervision, the OCC is responsible for assuring compliance with federal banking laws including the CRA, HMDA, FHA, and ECOA. The OCC requires a contractor to provide SaaS that OCC personnel can use to assist them in evaluating and examining the banks for compliance with CRA, HMDA, FHA, and ECOA. Work Details
The contractor shall provide a commercial off the shelf (COTS), Software as a Service (SaaS) software application and data sets to assist the OCC Bank Examiners in their evaluation of banks’ compliance with the Community Reinvestment Act (CRA). The requirement includes software licensing, maintenance and technical support, and training. The contractor shall adapt the software to meet the OCC data and reporting requirements in this statement of work (SOW). The software and data shall be ready for productive use by the OCC by September 30, 2024.
From the date of contract award to the date of final productive use, the Contractor shall submit weekly status reports to the Contracting Officer (CO) and Representative (COR). The COTS software technical specifications include requirements for system user interface, encryption protocols, user identification standards, cloud security standards, support for named users, availability during standard business hours, data import/export capabilities, statistical sampling functionalities, and accessibility standards compliance.
