Common Working File (CWF)

The Department of Health & Human Services, specifically the Centers for Medicare & Medicaid Services (CMS), is seeking quotes for the development and maintenance of the Common Working File (CWF) System. The CWF System is a high volume mainframe transaction system software that contains more than 1 million lines of COBOL and Assembler. CMS is looking for a contractor with experience in developing and maintaining complex systems with multiple groups of users or stakeholders. The contract will be awarded as a Time and Materials or Labor Hour order under the GSA Multiple Award Schedule (MAS) Small Business contract holders.

The acquisition will be conducted in two phases. Phase one requires the submission of corporate experience, including details of 2-4 projects/contracts that demonstrate the offeror's qualifications. Phase two will involve a technical proposal, virtual interview, key personnel resumes, Section 508 compliance assessment, and a business volume including cost estimates.

The period of performance for the resulting contract is anticipated to be from December 1, 2021, to November 30, 2026, with options for four additional one-year periods. The evaluation criteria will consider factors such as corporate experience, performance work statement, virtual interview, key personnel qualifications, and Section 508 compliance.
