Common Support Services – Flight Data (CSS-FD) Risk Reduction Activity (RRA) Demonstration   2

Background
This is a notice for participation in the Federal Aviation Administration’s Common Support Services – Flight Data (CSS-FD) program Risk Reduction Activity (RRA) demonstration. The notice serves the purpose of informing industry of this activity and soliciting participation and feedback from airspace users and stakeholders in this demonstration. The CSS-FD program aims to reduce investment risk, increase stakeholder buy-in, and validate the CSS-FD capability through early evaluation and refinement of proposed functionality. The RRA will run as a demonstration system for testing purposes across multiple government lab environments.

Work Details
The CSS-FD RRA involves the allocation of key functions into time-phased Sprints for further decomposition, design, software coding and testing, integration, and implementation. Industry participants will assist in walking through use cases that validate the functionality of each Sprint. The RRA will involve industry engagement for Sprint 1 with minimum requirements including the ability to send FF-ICE Flight Plans in FIXM 4.2, receive a Submission Response (ACK/REJ with justification), receive a Filing Status (Accept/Not-Accepted) with feedback, and current connection to the SWIM Test/Development environment via the NESG (preferred but not required).

Period of Performance
The CSS-FD RRA runs from approximately the beginning of Q4 CY21 through the end of Q4 CY22 with potential for follow-on Sprints for additional functionality as indicated.

Place of Performance
The RRA will be conducted virtually only, with no travel required. Virtual demonstrations, trials/tryouts, and any troubleshooting needed will be conducted via teleconference or video conference.
