Common Manual Initiative

The U.S. Department of Education, Office of Federal Student Aid (FSA), has awarded a direct 8(a) contract to Celiture, LLC under the Partnership Agreement between the Small Business Administration (SBA) and the Department of Education. This contract is for the design, development, piloting, and operationalization of a Direct Loan Common Manual.

This critical initiative aims to establish clear, concise, and consistent federal standards across high-impact servicing and collections functions, thereby reducing inconsistent borrower treatment across vendors, improving borrower understanding, engagement, and outcomes, and enabling effective implementation, oversight, and continuous improvement aligned with FSA's Performance-Based Organization (PBO) authority under the Higher Education Act.
