Solicitation number 1305M326Q0019 is issued as a request for quotation (RFQ).

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.

Background
The NOAA National Weather Service (NWS) is seeking a contractor to develop the Common Analytic and Support System (CASS) for its Tsunami Warning Centers (TWCs). The goal of this contract is to engineer, furnish, install, and test CASS to enhance operational capabilities and ensure seamless service backup between the TWCs. This acquisition is set aside for small business concerns.

Work Details
The contractor will perform the following tasks:

1. Conduct a two-month baselining effort to determine the capacity and velocity of sprints.

2. Develop CASS, which must incorporate originally-developed code from the first version of this requirement, the Common Analytic System (CAS).

3. Participate in migration activities of CASS into TWC operations, including testing, evaluation, implementation, and code fixes.

4. Collaborate with a dedicated CASS Contractor Liaison Team and Technical Working Group throughout the project.

5. Ensure that CASS provides comprehensive forecast and alerting guidance for tsunami events by integrating with existing systems like ATOMS.

6. Facilitate access to CASS for International Tsunami Information Center (ITIC) staff via a web portal for real-time data visualization.

Period of Performance
The period of performance includes a two-month baselining period starting on March 16, 2026, followed by an approximate one-year development effort until May 15, 2027. An option for additional development may extend work until May 15, 2028.

Place of Performance
The majority of work will be performed remotely; however, some activities may occur at NOAA/NWS NTWC in Palmer, AK or NOAA/NWS PTWC in Honolulu, HI.
