Update July 2, 2025: Amendment 0001 is hereby issued to 1. remove the "total small-business set-aside" concern. This solicitation is now a full and open competition, RESERVED for one small business concern; 2. Provide responses to questions submitted by vendors (see attachment); and 3. Change the proposal response due date to no later than 3:00 P.M., Eastern Time, on July 18, 2025.

This is a request for proposal solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with the Simplified Procedures for Certain Commercial Items in Subpart 13.5, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued.

Proposals are required to be received in the contracting office no later than 3:00 P.M., Eastern Time on July 8, 2025.

All proposals must be emailed to the attention of Suzanna Espinoza, Contracting Officer at: suzanna.espinoza@noaa.gov and Cherron Bennett-Pettus, Contract Specialist at: cherron.bennett-pettus@noaa.gov. Background
The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for the Commercial Weather Data Pilot (CWDP) Ocean Surface Winds Pilot Study. 1. Delivering GNSS-R observations at specified levels: Level 0 data (full resolution DDMs, compressed DDMs) and Level 1 products (calibrated DDMs, specular reflection point location estimates).
2. Providing quality flags related to all levels of data, documentation for calibration/validation, and necessary software for processing.
3. Ensuring near real-time data delivery with a minimum of 200 tracks per day of near-nadir observations.
4. Separating ocean and land data streams for efficient access.
5. Meeting threshold requirements for spatial resolution and unique data rights.
