Background
The United States Census Bureau (USCB) is the agency issuing this solicitation, which aims to acquire commercial datasets containing voter registration data for all 50 states and the District of Columbia.

Work Details
The contractor will be responsible for providing datasets sourced from official public voter registration records maintained by state Secretaries of State or equivalent election administrators. The datasets must not include any information that reveals a voter's party affiliation or voting behavior in individual elections.

Key requirements include:
1. Delivering readily available datasets that can be linked to USCB-held data at the person or address level.
2. Providing a data dictionary detailing variable names, descriptions, formats, and sources.
3. Ensuring no errors in data elements more than 2% of the time.
4. Delivering preliminary datasets within 30 calendar days of contract award.
5. Reporting missing values distinctly from valid values.
6. Providing technical support for questions related to file structure, contents, and delivery.

Period of Performance
The period of performance for this contract is from September 1, 2026, to August 31, 2027.

Place of Performance
Services may be performed off-site at the contractor’s designated locations or via access to the USCB’s Virtual Desktop Infrastructure (VDI). On-site services may also be required at USCB Headquarters located at 4600 Silver Hill Road, Suitland, MD.

Bidder Requirements
This acquisition is a total set-aside for Small Business concerns as per SBA guidelines. Bidders must demonstrate capability in providing voter registration datasets and comply with security clearance requirements as applicable.
