Commercial Solutions Opening (CSO) Department of the Air Force (DAF) Cost and Software Data Reporting (CSDR) Support and Curation.

Background
The Air Force District of Washington (AFDW), on behalf of the Air Force Cost Analysis Agency (AFCAA), is issuing this Commercial Solutions Opening (CSO) to identify innovative commercial solutions that enhance the Department of the Air Force Cost and Software Data Reporting (CSDR) mission.

The goal of this contract is to improve CSDR planning, verification and validation (V&V), compliance support, submission data curation, metadata tagging, and data quality preparation through the application of advanced commercial capabilities such as automation, analytics, and artificial intelligence/machine learning.

Work Details
The contractor shall provide support in two main areas: (1) CSDR planning, verification and validation (V&V), and compliance support; and (2) CSDR submission data curation, metadata tagging, and quality preparation activities.

Specific tasks include: obtaining permissions to access Government-held data; developing a Plan of Action and Milestones (POA&M); supporting AFCAA in administering the CSDR process for ACAT I-level DAF programs; verifying submissions from defense contractors; validating completeness and consistency of submissions; tracking compliance issues; performing data curation on CSDR submissions; applying metadata tags according to AFCAA-approved schema; and ensuring quality checks on submissions.

The contractor must also maintain documentation of all processes undertaken.

Bidder Requirements
This acquisition is a 100 percent Small Business Set-Aside. Bidders must have at least ten years of experience in weapon systems acquisition and cost estimating for major DoD or Air Force programs. Key personnel must possess expertise in CSDR policy, planning, validation, compliance, and CADE application.
