Description

A solicitation will be issued as Unrestricted for the purchase of Commercial Shelter Systems meeting the Statement of Work (SOW) criteria that will be detailed in the solicitation. Offerors will be required to submit catalogs/information covering their commercial products that are available that can meet solicitation requirements. The Shelter System must consist of shelter units that are modular in design or connectable to another shelter to allow for expansion. The shelter must be frame or air beam supported and constructed from a lightweight, water resistant, mildew resistant and flame-resistant fabric. All materials will be provided by the offeror. It is desired, but not required, that the Commercial Shelter System be supported by a mobile trailer system capable of providing electricity and maintaining a controlled environment in all climates and terrains, except arctic.

The Government plans to make multiple awards, each with a guaranteed minimum of $25,000.00. The intent is to award a contract to all firms that manufacture Modified Soft Shelter Systems, whose products meet the SOW and whose prices have been determined fair and reasonable. Multiple Indefinite Delivery/Indefinite Quantity Contracts will be utilized i/a/w FAR 16.504(c). Upon award, all Services will be notified of the awards available to meet their unique requirements. Delivery Orders will be competed i/a/w FAR 16.505(b) among contract holders as Brand Name or Equal . Product Data Sheets, submitted as part of the offer, will be uploaded to FedMall for view by customers and contract holders. The or Equal characteristics will be contained in the Product Data Sheets. Responsibility for offering or Equal items rests with the contract holder upon review of the applicable Product Data Sheet.

This acquisition will result in the award of a firm fixed price, indefinite delivery, indefinite quantity type contract. This acquisition will include a four (4) year ordering period and will allow for tiered pricing for each 12-month tier period. Acceptance of each of the four (4) 12-month period is mandatory. The anticipated issue date for this solicitation is in April 2022.

Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at: https://quicksearch.dla.mil/qsSearch.aspx.

Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.

Solicitation will be posted on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can also be found on the DIBBS webpage.

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment ) impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.

DFARS clause 252.225-7001, Buy American Act and Balance of Payments Program will be included in the solicitation.
