Commercial Lead Training Ammunition (CLTA)

This is a presolicitation notice for Commercial Lead Training Ammunition (CLTA) for Department of Homeland Security (DHS) Federal Law Enforcement Training Centers (FLETC) Glynco (Brunswick), Georgia.

The solicitation number for this requirement is 70LGLY24BGLB00003 and will be issued as an Invitation for Bid (IFB). This acquisition will be solicited Full and Open competition in accordance with the procedures of Federal Acquisition Regulation (FAR) Subpart 12 Acquisition of Commercial Products and Commercial Services and Subpart 14 Sealed Bidding.

This requirement will be restricted to ammunition manufacturers only as the need to be in direct contact with the actual manufacturers is imperative for the timeliness of ordering and discussing any issues with a products performance.

FLETC, Glynco, GA, anticipates multiple IDIQ firm fixed price award(s) as a result of this requirement. The CLTA manufacturers will be required to provide various types/grains of handgun, rifle, and shotgun CLTA training ammunition (CLTA) in the following calibers:

The bidders will not be required to bid all products.

The North American Industry Classification System Code (NAICS) is 332992 Small Arms Ammunition Manufacturing, and the Small Business Standard is 1,300 employees. The Product/Service Code is 1305.

The minimum guarantee for the resultant award(s) is 1,000 rounds per contract per year. The maximum limit for the resultant award(s) is estimated at $8.0 million dollars per year, $40.0 million dollars over life of contract(s). The maximum limit will be split between all awards. The contract will consist of a base year (12 months) and four 12-month option years (total 60 months/5-years in duration).
