Background
The U.S. Army Corps of Engineers (USACE), Northwestern Division, Seattle District is issuing this Request for Proposal (RFP) for the construction of a Commercial Entrance Control Facility (CECF) at Malmstrom Air Force Base (MAFB), Montana. The project aims to enhance security and operational efficiency by constructing a large vehicle inspection station that supports Sentinel construction activities. This solicitation is an 8(a) set-aside, competitive acquisition for a firm-fixed-price construction contract, with an estimated magnitude between $10 million and $25 million.

Work Details
The contractor will be responsible for constructing a concrete, steel, and concrete masonry unit (CMU) large vehicle inspection station (LVIS). The scope of work includes:

- Circulation roads
- Vehicle parking areas
- Inspection station and support building
- Ballistic-rating overwatch tower
- Gatehouse
- Canine rest area
- Equipment storage
- Driver waiting area
- Under Vehicle Surveillance System (UVSS)
- Fencing
- Active and passive barriers including two pop-up wedge barriers
- Site improvements
- Storm drainage
- Fire suppression systems
- A new convoy access road with barriers to replace the existing one.

Additionally, the contractor must prepare Operations and Maintenance (O&M) Manuals, As-Built Drawings, and DD1354 forms as specified in the solicitation.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving the notice to proceed and complete the work within 550 calendar days.

Place of Performance
The construction projects will be performed at Malmstrom Air Force Base, Montana.
