The HQ Air Force Reserve Command (AFRC), Contracting Division, Acquisition Management Branch (AFRC/A7KA) intends to award multiple contracts that will be used by various Air Force Reserve Command (AFRC) contracting offices for construction and engineering activities supporting the Sustainment, Restoration, and Modernization (S/R&M) of real property. Work to support this requirement will be located at the various AFRC host bases: Dobbins ARB, Homestead ARB, Westover ARB, Minneapolis ARS, Pittsburgh IAP-ARS, Youngstown ARS, Niagara Falls IAP-ARS, Grissom ARB, March ARB, Naval Air Station Joint Reserve Base Fort Worth, TX and on rare occasion at active duty bases where there is an AFRC unit that is a tenant.

The work will be for new construction, repair, alteration, and renovation, by design-build, demolition, and/or construction related operations at Air Reserve locations and Air Reserve Tenant Locations. Potential types of work include, but are not limited to, (1) Roofing Construction - Must be capable of repairing/replacing all type roofs to include, but not limited to, standing seam metal, built up, PVC membrane, EPDM, and shingle, etc; (2) Mechanical/Electrical - to include, but not limited to, HVAC, interior electrical, fire detection and suppression, direct digital controls, etc.; (3) Pavement repairs/replacement - to include streets, parking lots and airfields, rubber removal and paint striping; (4) Painting - to include interior and exterior facility painting; (5) Super Simplified Acquisition of Base Engineering Requirements (SABER).

The COMPEC contracts will support a range of S/R&M efforts with task orders ranging $100K - $10M. The capabilities under this contract are intended to provide planning and construction support for the various AFRC host bases. The COMPEC acquisition strategy contemplated is awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts with a pricing arrangement of Firm Fixed Price (FFP). Requirements will be satisfied via design/build, traditional construction delivery types as well as incidental maintenance activities. The North American Industry Classification System (NAICS) Code for this acquisition is 236220 with an applicable size standard of $33,500,000.

This will be a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.101-2, Lowest Price Technically Acceptable Source Selection Process.

In accordance with FAR 19.10, this requirement will be competed as full and open competition. AFRC/A7KA intends to award not more than ten (10) contracts with a program ceiling of $400M over a five year period. The request for proposal (RFP) will be unrestricted and provide for full and open competition.

Task orders will be issued against the contract as required. The RFP release date is scheduled for 24 May 2011 and will be posted on FEDBIZOPPS. The proposal due date is scheduled for 07 July 2011.
