The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure reutilization and disposal, DLA disposition, command artifacts support, secure shredding, and shipping and receiving services to support NAWCWD, Navy Supply, Navy Region Southwest, and Morale, Welfare and Recreation employees located at NAWCWD China Lake, and Naval Base Ventura County Point Mugu, Port Hueneme, and San Nicholas Island.

The procurement is a 100% set-aside for Small Business with a NAICS of 493110, size standard of $30 million. The Government anticipates a Cost Plus Fixed Fee, Single Award, Indefinite Delivery, Indefinite Quantity type contract with an ordering period of five years.

All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/.

Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities within https://www.sam.gov/. See the DLA website for the Joint Certification Program: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/

Going forward, all new entities registering SAM, as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. Background
The solicitation is for Command Reutilization and Disposal (CRuD) Services for the Naval Air Warfare Center Weapons Division (NAWCWD) China Lake and Naval Base Ventura County (NBVC) Point Mugu, Port Hueneme, and San Nicolas Island. The excess equipment and material are Government Property, including non-consumables, consumables, furniture, and other property used in the course of NAWCWD performance. NAWCWD China Lake covers 17,000 square miles with approximately 2,000 buildings and a working population of approximately 6,000 Government, Contractor, and Military employees. NBVC supports approximately 80 tenant commands with a base population of more than 19,000 personnel.

Work Details
The Contractor shall provide reutilization and disposal, DLA disposition, command artifacts support, secure shredding, shipping and receiving services to support NAWCWD China Lake and NBVC Point Mugu, Port Hueneme, and SNI. The work includes managing shred routes, ensuring that shred bins are processed on schedule, notifying of required resources for job processing, completing disposal documents and arranging transport to Defense Logistics Agency (DLA) site.
The Contractor shall also provide a transition plan to ensure a smooth workplace changeover from an incumbent with no loss of service and minimal loss of corporate knowledge.

Period of Performance
The period of performance is from January 10th, 2022 to January 9th, 2027.

Place of Performance
The contract will be performed at NAWCWD China Lake in California's upper Mojave Desert and NBVC Point Mugu, Port Hueneme, and San Nicolas Island in Southern California.
