This synopsis serves to meet the requirement of FAR 5.201. The Naval Information
Warfare Systems Command (NAVWAR) HQ, in support of the Program Executive Office
(PEO) Command, Control, Communications, Computers, and Intelligence (C41)
International Integration Program Office (PMW 740) intends to issue Request for Proposal
(RFP) N0003925R4004 for acquiring, fielding, and sustaining, tailored, interoperable C4I
capabilities in support of authorized and approved United States (U.S.) Department of
Defense (DoD) security cooperation programs. The effort will be for the design,
procurement, and installation of C4I systems in various foreign nations in support of
authorized and approved U.S Security Assistance and Security Cooperation programs.
The North American Industry Classification System (NAICS) Code assigned to this
acquisition is 541330 (Exception 1 for Military and Aerospace Equipment and Military
Weapons, size standard $47 million dollars).

This requirement has been set-aside for Small Business.
The Government intends to make an indefinite-delivery indefinite-quantity (IDIQ)
Multiple Award Contract (MAC) as a result of the anticipated RFP. The basic contract will
be a five (5) year ordering period utilizing a hybrid Firm Fixed Price (FFP)/Cost Plus Fixed
Fee (CPFF)/Cost-reimbursable Contract Line Item Numbers (CLINs) for services,
equipment, minor construction at non-USG OCONUS locations, and other direct costs
(ODCs). Contract award is estimated between July August 2025.
This notice is provided for information only, is not a Request for Proposal, and is not to
be construed as a commitment by the Government to issue a contract. The Government
will not pay for any effort expended in response to this notice. Any information submitted
in response to the synopsis will become property of the U.S. Government. All

Background
The Naval Information Warfare Systems Command (NAVWAR) HQ, in support of the Program Executive Office (PEO) Command, Control, Communications, Computers, and Intelligence (C41) International Integration Program Office (PMW 740), intends to issue Request for Proposal (RFP) N0003925R4004. The goal of this contract is to acquire, field, and sustain tailored, interoperable C4I capabilities in support of authorized and approved U.S. Department of Defense security cooperation programs.

This effort includes the design, procurement, and installation of C4I systems in various foreign nations as part of U.S. Security Assistance and Security Cooperation programs.

Work Details
The contractor will be responsible for the following tasks:

1. Design tailored C4I systems that meet the requirements of foreign nations involved in U.S. security cooperation programs.
2. Procure necessary equipment and materials for the implementation of these systems.
3. Install C4I systems at designated non-U.S. Government locations outside the continental United States (OCONUS).
4. Provide ongoing support and sustainment for these systems to ensure operational effectiveness over time.
