Description

Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) program for the academic maintenance training on the C-40A. This acquisition is necessary to facilitate practical training and repair application on general aircraft systems with focus on C-40A (Boeing 737-700C IGW) airframe, power plant systems, electrical /avionics systems in the C-40A Fleet. Each of the C-40A Maintenance Training courses shall be capable of meeting Air Transport Association (ATA) Specification 104 Level II or higher criteria.

NAWCTSD intends to award in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services. A commercial, Firm-Fixed-Price (FFP) requirements contract is anticipated with a 60-month period of performance commencing 01 February 2026.

This requirement is a follow-on procurement; awarded to Delta Air Lines, INC. Contract Number: N61340-21-D-0002. The existing contract is a commercial, Firm Fixed Priced (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Type, due to expire 31 January 2026.

Background
The Naval Air Warfare Center Training Systems Division (NAWCTSD) is seeking to support the Navy’s Command Aircraft Crew Training (CACT) program specifically for academic maintenance training on the C-40A aircraft. This acquisition aims to provide practical training and repair application on general aircraft systems, focusing on the C-40A (Boeing 737-700C IGW) airframe, power plant systems, and electrical/avionics systems in the C-40A Fleet.

The training courses must meet Air Transport Association (ATA) Specification 104 Level II or higher criteria. This requirement is a follow-on procurement from Delta Air Lines, INC., with an existing contract set to expire on January 31, 2026.

Work Details
The contractor shall provide C-40A specific individual courses including:

- Maintenance Training Standard Course
- Mobile Maintenance Training Standard Course
- Aircraft Rigging Maintenance Course
- CFM56-7 Removal/Installation Course
- CFM56-7 Engine Maintenance Course
- CFM56-7 Flight Line Troubleshooting
- FWD Air Stairs Course
- AFT Air Stairs Course.

Additional training may be required at Government expense if needs change. All courses must include necessary facilities (excluding mobile course facilities), certified instructors, management personnel, scheduling and administrative personnel, materials, rights for use of materials for contracted training and training devices, courseware materials needed for each course, and other services necessary for training maintenance personnel of the Navy’s C-40A. Courses are stand-alone with no pre-arrival training requirements allowed. The contractor must submit a training syllabus for each course for government approval. Real-life hands-on training components must be provided along with interactive trainers capable of student input and trainer system indications/responses.

Period of Performance
The anticipated period of performance is 60 months commencing on February 1, 2026.

Place of Performance
The contract will be performed at NAWCTSD in Orlando.
