Amendment 0001

The purpose of this amendment is as follows:

1. Adding Attachment 3 - C40A Pilot Q&A.

This is a solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(1) The solicitation number is N61340-22-R-001 and it is a request for proposal (RFP).

(2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.

(3) The solicitation is a Total Small Business Set-Aside (FAR 19.5) under NAICS code 611512 with $30,000,000 size standard.

(4) Refer to attached SF 1449 for a list of line item number(s) and items, quantities, and units of measure.

(5) Refer to attachment SF 1449 for Performance Work Statement for a description of requirements for the services.

(7) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and an addendum to the provision is included in the SF 1449.

(8) Provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition and an addendum to the provision is included in the SF 1449. Refer to Addendum to FAR 52.212-2 for specific evaluation criteria.

(9) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.

(10) FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

(11) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.

(12) Additional contract requirements, terms, and conditions for this acquisition are included in the attached SF 1449.

(13) The submission date for the original proposal Volume I, (Technical), Volume II (Executive Summary, Price, Administrative, and all copies, shall be no later than 11:00 AM EST on 14 September 2021( SF1449 Page 1, Block 8) . Refer to Addendum to FAR clause 52.212-1 for place / method relating to proposal delivery.

(14) The submission of solicitation questions shall be submitted no later than 5:00 PM Eastern Standard Time (EST) on 30 JULY 2021. Refer to Addendum to FAR clause 52.212-1 for place / method relating to question delivery.
