NOTE: THIS IS PRE-SOLICITATION, NOT A SOLICITATION. STATEMENT OF WORK AND OTHER DATA ARE NOT AVAILABLE AT THIS TIME; THEREFORE, NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE.

The U.S. Army Corps of Engineers New Orleans District is issuing a Pre-Solicitation Notice for Comite River Diversion Channel Reach 1 of Flood Control, Amite River and Tributaries, Louisiana, Comite River Basin.

This requirement will be issued as a 100% Total Small Business set-aside under request for proposal W912P823B0064.

It is being procured as a firm fixed price under FAR part 14, Sealed Bidding. The designated NAICS code 237990, with a small business size standard of $45.0 Million.

The work consists of excavation of a segment of the Comite River Diversion channel, stockpiling of excavated earthen materials, placement bedding material and channel riprap, demolition, clearing and grubbing, furnishing and installing precast, prestressed concrete girders and prestressed concrete piles, placing cast-in-place structural concrete, placing CMU walls, utility relocation of a 48-inch sewer force main, excavation and backfill for sewer force main relocation, metal work, installing fencing and handrails, painting and coating, installing pipe casing, installing utility vaults, construction of access road, drainage, culverts, flap gates installation, construction unwatering, and traffic control and coordination.

The Rough Order of Magnitude (ROM) is between $30.0 M and $50.0 M.

The contractor shall furnish all necessary labor, supervision, other items and services necessary to satisfactorily perform the excavation as defined in the SOW at the designated facilities within the U.S. Army Corps of Engineers (USACE) Mississippi Valley New Orleans District (MVN).

The solicitation will be issued on or about 7 AUG 2023, and a due date for bids will be established in the solicitation posted on sam.gov. The instructions and closing date and time for submission of quotes will be contained in the solicitation notice and package. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on SAM.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the SAM.gov web site. Prospective contractors who would like their company name included on the IVL list may do so on the sam.gov website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration's Subnet, at http://web.sba.gov/subnet. Offerors must be registered with System Award Management (SAM), in order to receive a Government contract award. If an offeror is not registered with SAM, it must register online at www.sam.gov.
