Description
The purpose of the is notice is to release the official solicitation for Technical Data Support Services for the Naval Air Systems Command (NAVAIR) Commander, Fleet Readiness Center (COMFRC) Logistics Technical Data Department. This requirement is in support of the mission(s) of the NAVAIR, COMFRC, and COMFRC Fleet Support Team (FST). The scope of this contract includes support to the NAVAIR COMFRC HQ FST Logistics Technical Data Department in the following areas: (1) technical data management support, (2) technical publishing support, (3) technical library/repository/Data Control Center (DCC) support, (4) logistics information technology support, (5) independent quality assurance support, (6) digital & physical access, control, content, transaction/exchange, and protection, (7) technical data content's suitability & completeness for intended use analysis and configuration audits (e.g. DODI5010.12M, ASME, ASME Y14.41, & Y14.42, and S1000D), and (8) CDRL reporting.

The Government is soliciting competitive proposals to ultimately award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) Level of Effort CLINs for support services, Firm-Fixed Price (FFP) CLINs for various technical publications and corresponding cost reimbursable CLINs for Other Direct Costs (ODCs) (Travel and Material). This contract will cover a five (5) year ordering period. The award of the contract will be from COMFRC Procurement Group (UIC N68520) and will be awarded to one successful Offeror.

Eligibility
This procurement is hereby solicited as a 100% small business 8(a) competitive set-aside under North American Industrial Classification System (NAICS) Code 541330 (Exception 1) (Military and Aerospace Equipment and Military Weapons) and Product Service Code (PSC) R706 Logistics Support Services and 7610 Books and Pamphlets. The small business size standard is $41.5M.

Electronic Proposal Submission:

In accordance with RFP N6852022R0004, Section L, Paragraph 4.0, PROPOSAL SUBMISSION: The submission date for all volumes shall be no later than the date and time specified in Block 9 of SF33 of the RFP. Subparagraphs 4.1- 4.4 give more specific guidance and instructions on proposal submission. It is imperative to allow time for the DoD PIEE Registration process in order to submit timely proposals.
