Background
Moore Air Base was originally constructed in the early 1940s and acquired by the USDA in 1961 for scientific research operations in South Texas. The base covers 948 acres, has approximately 30 buildings, and produces its own potable water and treats its own sewage. The existing sewer line was built in 1940 and was rehabilitated in the 1980s. Currently, a new wastewater treatment plant is under construction. In addition, several buildings were constructed during the early 1980s to support science-based operations dealing with the citrus industry. In 2015, a new lift station was installed, lowering the inlet to the lift station by 10 feet. Congress approved funding in 2017 to construct a large, state-of-the-art Mexican Fruit Fly Rearing Facility (MFFRF). A new MFFRF is planned to be constructed in the next three years. Construction of a Water Treatment Plant upgrade is also underway to meet anticipated future increase in water demands due to addition of the MFFRF and other facilities.

Work Details
The scope of work includes video surveying the construction site, stormwater conveyance improvements, new gravity sanitary sewer system, new raw water system for irrigation purposes, new electrical and communication infrastructure, installation of an OS2 single mode 12 strand fiber optic cable, and new electrical cabling and equipment for the Underground Electrical and Communication Infrastructure.

The contractor is also required to provide preconstruction phase services such as proposal and construction schedule, participate in post-award meeting at the facility, product data and shop drawing submittals, safety and quality control plan.

Construction phase services include videography survey prior to construction start, site survey before excavation starts, coordination with underground utility authorities to mark and flag any underground utilities, ensuring no service interruption occurs during construction, providing competent surveyors, construction personnel, equipment, materials, tools, and supervision as needed to complete the services that meet the technical requirements in this contract.

Period of Performance
The performance period of this contract shall be 490 calendar days.

Place of Performance
The construction projects will be performed at U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), Moore Air Base, Edinburg, Texas.
