The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) requires Cooling Tower Maintenance. Please see attached solicitation and attachments for full details.

Amendment 0001 (8/13/25): To add a site visit scheduled for 20 August 2025 at 10:00AM EDT. See attachment titled "Site Visit_Cooling Tower" for additional details.

To extend the response due date from 18 August 2025 at 10:00AM EDT to 2 September 2025 at 10:00AM EDT.

Amendment 0002 (8/27/25): To update the Statement of Work (Sections 3.2.3, 4.3, 4.4 and 6.3) and provide detailed drawings of the fire protection system. See attachments titled " SOW Revised 8-27-25", "1499F100", and "1499F101" for details. The response due date remains unchanged.

Background
The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) operates a heavy water-moderated nuclear test reactor and associated neutron beam research facility. The NCNR's reactor, licensed by the Nuclear Regulatory Commission, relies on cooling towers for its secondary cooling water. These towers require routine maintenance, repairs, and cleaning to ensure optimal operation. The contract aims to maintain these cooling towers and their subsystems effectively.

Work Details
The contractor will perform the following tasks:

- Semi-Annual Maintenance including cleaning, inspection, and maintenance of the deicing system;
- Inspection of all cells with a written report of findings;
- Fan blade clearance checks;
- Annual Maintenance including inspection and maintenance of the fire sprinkler system per NFPA 25;
- Structural bolt inspections;
- Lubrication of motors;
- Plume abatement heat exchanger inspections;
- Cleaning of all cells to remove scale and biological buildup;
- Electrical inspections including motor tests and inspections for damage or wear;
- Lightning protection inspections;
- Additional emergency/non-emergency repairs as identified by the Contracting Officer's Representative (COR).

Emergency repairs must minimize downtime as the cooling tower is critical to NIST operations.

Period of Performance
The contract will be performed over a 12-month period with provisions for emergency/non-emergency repairs funded at $5,000 each year, with a total not exceeding $25,000 inclusive of all options.

Place of Performance
The work will be performed at the NIST Center for Neutron Research located in Gaithersburg, Maryland.
