Background
The Bureau of Land Management (BLM), National Interagency Fire Center (NIFC) is issuing a combined synopsis solicitation for pasture management services within the Coos Bay District, specifically at the Dean Creek Elk Viewing Area (DCEVA) in Oregon. The goal of this contract is to establish Blanket Purchase Agreements (BPA) for firm fixed price commercial services to support natural resource conservation efforts.

Work Details
The vendor shall perform the following tasks:

- Site preparation mowing for Government-performed prescribed burning
- Teddering
- Fuel break raking and mowing
- Grass removal at the Dean Creek Elk Viewing Area (DCEVA).

The work will be conducted in accordance with the attached schedule and statement of work. The contractor must demonstrate technical capacity by performing a minimum of 100 acres of mowing, 110 acres of teddering, 110 acres of fuel break raking, and 20 acres of mowing with removal per project within the annual local seasonal performance window. Additionally, vendors are required to submit capability statements that include past performance on similar projects, relevant experience, and technical capacity.

Period of Performance
The estimated period of performance is from June 1, 2025 to May 31, 2030, with specific option years outlined:

- Base Year: June 1, 2025 to May 31, 2026
- Option Year 1: June 1, 2026 to May 31, 2027
- Option Year 2: June 1, 2027 to May 31, 2028
- Option Year 3: June 1, 2028 to May 31, 2029
- Option Year 4: June 1, 2029 to May 31, 2030.

Place of Performance
The contract will be performed at the Dean Creek Elk Viewing Area (DCEVA) in the Umpqua Resource Area within the Coos Bay District of Oregon.
