Title of requirement: Teamcenter CADIQ Enterprise Software License and Maintenance for The Commander, Fleet Readiness Center (COMFRC) Headquarters (HQ) Digital Group.

Solicitation N68520-24-Q-0033 is issued as a combined synopsis/solicitation for commercial items and services prepared In Accordance With (IAW) the format in Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase under the authority of FAR Part 12 and FAR Part 13.

Description of Requirement:

The Commander Fleet Readiness Center (COMFRC) Digital Group Aviation Product Lifecycle Management (AvPLM) program requires two new Teamcenter CADIQ (TcCADIQ) software module licenses and maintenance support for previously procured CADIQ software module licenses, for use in the AvPLM environment.

The only known source for this requirement is International TechneGroup Incorporated (ITI). TcCADIQ maintenance support is required to meet the AvPLM program's specific requirements and to avoid a duplication of cost. Any substitutions may render some or all the software inoperable resulting in significant impacts to the program and the Warfighter due to having to manually analyze CAD data, introducing increased labor costs, increased risk of quality escapes, limited ability to identify material substitution or optimization opportunities, and delays in delivering parts to the Fleet. ITI is the only provider capable of meeting the necessary requirements of AvPLM due to their role as author of CADIQ, as well as their role as a tool integrator for Siemens Teamcenter.

Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.

Conformance to SOW: You must provide the supplies and services in accordance with the Statement of Work which can be found in attachments. Unless an exception is specifically noted within your quote, your quote will be considered with complete conformance to the solicited requirements.

Contract Type: Under FAR Part 13.3 the Government intends to award a single firm fixed Price (FFP) award.

Place of Performance, Inspection, and Acceptance: Deliver FOB Destination.

Applicable Provisions and Clauses: The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04. The Government intends to include the following FAR and DFAR clauses and provisions, either by reference or in full text in the resulting award.

CLOSING DATE: Interested persons may identify their interest and capability to respond to the requirement or submit proposals, which will be considered by the agency. All proposals received by Time 12:00PM (EST) on 19 July 2024 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.

Cost of Quotes: Expenses incurred in the preparation of quotes in response to this combined synopsis/solicitation are the vendor's sole responsibility and not reimbursable by the Government.

Background

Work Details
The work includes the procurement of two new Teamcenter CADIQ software module licenses and maintenance support for previously procured CADIQ software module licenses, for use in the AvPLM environment. The TcCADIQ module software procurement and maintenance/support will provide greater flexibilities to the AvPLM Digital Thread user. The software will be used for performing quality checks and validation of CAD models in various formats such as CATIA, CREO, SolidWorks, STEP, and JT.

Period of Performance
The period of performance for the contract is from 1st August 2024 to 31st July 2025 for the new Teamcenter CADIQ software licenses, and from 17th September 2024 to 16th September 2025 for the Teamcenter PLM Connector for CADIQ. Additionally, an option exists for the Teamcenter PLM Connector for CADIQ from 17th September 2025 to 16th September 2026.

The contract specifies FOB Destination as the place of performance.
