Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This enclosure is an addendum to FAR provision 52.212-1, Instructions to Offerors ? Commercial Products and Commercial Services, which applies to this acquisition.Competitive quotes are being requested under Request for Quote (RFQ) Number N66001-26-Q-6230. The North American Industry Classification System (NAICS) code applicable to this acquisition is 561621, Security Systems Services (except Locksmiths) and the small business size standard is $25 million. This procurement is a Total Small Business Set-Aside. Only quotes submitted by Small Business Concerns will be accepted by the Government. Any quote that is submitted by a non-Small Business Concern will not be considered for award.
Background
The Naval Information Warfare Center Pacific (NIWC PAC) Cyber Engineering & Integration Division is issuing this contract to enhance the physical security infrastructure at their facility located within the Naval Support Activity (NSA) Philadelphia. This initiative aims to bolster protection against unauthorized access and potential threats, ensuring the safety of sensitive information and personnel.

NIWC PAC plays a vital role in supporting Department of War (DoW) and other federal agency programs by providing secure facilities for employees, contractors, and personnel.

Work Details
The contractor is required to provide full lifecycle support for physical security systems across all buildings controlled by NIWC PAC at NSA Philadelphia. This includes:
1. Professional installation of new or upgraded equipment, procurement, configuration, and final operational testing.
2. Comprehensive sustainment services such as preventive maintenance, corrective repairs, software updates, and technical refresh activities to maintain optimal operational readiness.
3. A minimum of five years of experience in installing, sustaining, programming, maintaining, replacing (as needed), and testing security systems including AMAG Systems hardware/software, card readers, Bosch motion detectors, video cameras (indoor/outdoor), and DMP receiver/keypad.
4. Conducting at least two site visits to certify the physical security system and being available for service calls 24/7/365.
5. Coordination with NIWC PAC Technical Points of Contact for all work and visits; service calls must be responded to within four hours and hardware repairs within 24 hours.
6. Providing sufficient technical expertise and materials necessary for maintenance and installation of physical security assets at NSA Philadelphia.
7. Pre-certification for physical security systems at NSA Philadelphia is required with compliance to ICD 705 standards for Intrusion Detection Systems (IDS). Recommended certifications include UL 2050, UL 639, and UL 634.

Period of Performance
The anticipated period of performance is one (1) base year of 12 months.

Bidder Requirements
