The U.S. Army Garrison Fort Hunter Liggett is issuing this combined Synopsis and Request for Information (RFI) to identify potential sources and gather information on industry capabilities to fulfill a potential requirement to provide the levels and types of Air Medical Ambulance Transportation Service routinely provided to the public. Provide Advanced Life Support (ALS), Basic Life Support (BLS) care. The requirement will have 24 hour a day, seven day a week staffing requirement; therefore, the contractor shall provide exclusive use dedicated, full time medical evacuation support to handle immediate ALS to injured DoD personnel at an incident location, and throughout most weather conditions. Actual service frequencies will vary based upon training density on the ranges, and the number of medical evacuations required. This notice is not a Request for Proposal (RFP), and it does not obligate the Government to issue an RFP or award a contract.

Objectives of the RFI: The Government is seeking information to determine the most suitable approach to procure dedicated Air Medical Ambulance Transportation Service at Fort Hunter Liggett for a four-year ordering period.
The purpose of this RFI is to:
1. Identify Capable Sources: Determine the ability of potential offerors to meet the agency's requirements.
2. Conduct Market Research: Gather information on industry capabilities, trends, and interest in the requirement.
3. Receive Industry Feedback: Collect feedback on the draft Performance Work Statement (PWS) or Statement of Work (SOW), proposed contract structure, and any other relevant aspects of the potential acquisition.
Requested Information:
Please note that all vendors are required to be CARB (Commercial Airlift Review Board) certified in order to submit a proposal for this tentative procurement. Proposals from vendors who do not have CARB certification at the time of submission will not be considered for this requirement. Please ensure that your CARB certification documentation is included with your proposal submission.

Background
The U.S. Army Garrison Fort Hunter Liggett is issuing this Combined Synopsis and Request for Information (RFI) to identify potential sources and gather information on industry capabilities to fulfill a requirement for Air Medical Ambulance Transportation Service.

The United States Army Health Contracting Activity aims to provide Advanced Life Support (ALS) and Basic Life Support (BLS) care to injured Department of Defense (DoD) personnel, ensuring dedicated medical evacuation support in various weather conditions.

Work Details
The contractor shall provide exclusive use, full-time medical evacuation support, including ALS and BLS services, 24 hours a day, seven days a week.

Services must comply with the Performance Work Statement (PWS) and the Commission Accreditation of Medical Transport Services (CAMTS). The contractor must be CARB certified and pass FAA inspections on all equipment. The contractor will also implement a Quality Control Plan (QCP) to ensure compliance with federal, state, and local standards.

Specific tasks include:
1. Providing aeromedical transportation services as defined in the PWS.
2. Ensuring that all Contract Service Providers (CSPs) meet qualifications outlined in the PWS.
3. Maintaining medical professional liability insurance.
4. Reporting incidents of sexual assault or harassment as per SHARP requirements.
5. Providing a physician Medical Director for oversight of care rendered by CSPs.
