Description

NOAA is requesting information from industry on commercially available sources and capabilities that can meet the OCIO's intent to accelerate cloud migration and enterprise data management capabilities by partnering with industry to prototype and, if successful, operationalize Multi-Cloud Enterprise Data Infrastructure Services. The goal of this infrastructure project is to unlock the full potential of NOAA's strategic data assets, accelerate NOAA's transition to the cloud for enterprise weather, ocean, and space-based capabilities, and enable the use of artificial intelligence (AI) applications at scale.

Background
The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce (DOC), is seeking information from industry to enhance its cloud migration and enterprise data management capabilities. This initiative aims to prototype and operationalize Multi-Cloud Enterprise Data Infrastructure Services, facilitating NOAA's transition to the cloud for weather, ocean, and space-based capabilities while enabling large-scale artificial intelligence (AI) applications.

The project is designed to unlock NOAA's strategic data assets and support advanced scientific discovery.

Work Details
The contract involves the development of a robust, scalable, and cost-efficient multi-cloud data infrastructure as code (IaC) platform template with the following objectives:

1. Establish a modern data architecture that provides federation, data storage, and virtualization through a common catalog.
2. Create a scientific development area offering virtualized workstations and compute resources for innovation on the data.
3. Implement a secure data access service connecting all integrated data within the infrastructure.

The IaC platform must maintain FedRAMP moderate cloud services with strong Identity, Credential, and Access Management (ICAM) controls, meeting FISMA-High accreditation for data architecture and access components, and FISMA-Moderate for the science development area. It should demonstrate interoperability as a foundational data plane for secure access to various Commercial-Off-The-Shelf (COTS) platforms, automated CI/CD pipelines for accelerated science development, APIs/interfaces for AI agents supporting discovery and workflow automation, and capabilities for integrated NOAA scientific development.
