The Mission and Installation Contracting Command Fort Gregg-Adams has a requirement to support integration and capability development initiative for sustainment information systems and communications platforms for Combined Arms Support Command (CASCOM) Field Force Integration Directorate (FFID) United States Army Training and Doctrine Command Proponent Office (TRADOC) Sustainment Mission Command (SMC), Fort Gregg-Adams, VA.

The intent of this requirement is to support the Combined Arms Support Command (CASCOM) mission to synchronize, and integrate innovative Army and Joint Sustainment capabilities, concepts, and doctrine. This directorate is located on Fort Gregg-Adams. The contractor shall be responsible for all standards specified in the Performance Work Statement (PWS).

The PWS will be included in the solicitation. This is a Firm-Fixed Priced (FFP) acquisition. The Government anticipates issuing the Request for Proposal (RFP) not later than 23 August 2024 under solicitation number W91QF5-24-R-5134. The requirement will be solicited as an 8(a) set-aside. The North American Industry Classification System (NAICS) code for this acquisition 541512, Computer System Design Services. The Product Service Code (PSC) is 6910, Training Aids and Devices. The Small Business Size Standard is $34 Million. Our office will post the solicitation to Beta SAM at https://www.sam.gov/.

The offeror is responsible for reviewing Beta SAM at https://www.sam.gov/ for notice of amendments, updates, and/or changes to the solicitation. All potential sources must obtain a Unique Entity Identification (UEI) number and register in the System for Award Management (SAMS) in order to conduct business with the government. Failure to obtain a UEI number and register in SAMS may delay the award of a contract or possible award to the next otherwise successful offeror who has met all of the requirements to conduct business with the Government at time of award.

Background
The Mission and Installation Contracting Command Fort Gregg-Adams has a requirement to support integration and capability development initiatives for sustainment information systems and communications platforms for the Combined Arms Support Command (CASCOM) Field Force Integration Directorate (FFID) under the United States Army Training and Doctrine Command Proponent Office (TRADOC) Sustainment Mission Command (SMC), located at Fort Gregg-Adams, VA.

The goal of this contract is to synchronize and integrate innovative Army and Joint Sustainment capabilities, concepts, and doctrine.

Work Details
The contractor shall provide Capability Development and Data Integration Support Services as outlined in the Performance Work Statement (PWS). Key responsibilities include:
- Establishing an owning relationship in the Joint Personnel Adjudication System (JPAS) for all personnel.
- Ensuring confidentiality of contract-related information unless approved by the Contracting Officer (KO).
- Registering all contractor employees with access to government information systems in the Army Training Certification Tracking System (ATCTS).
- Providing engineering analysis and recommendations in support of sustainment information systems.
- Conducting software integration, troubleshooting software issues, and performing research on complicated computer systems.

Deliverables include After Action Reports (AARs), trip reports, significant activity reports, and other documentation as specified in the PWS. Specific formats for deliverables include MS Word, Excel, and PowerPoint. A detailed schedule of deliverables is provided within the PWS.
