NAVSUP Fleet Logistics Center San Diego, s issuing this solicitation as a total Small Business (SB) set-aside to provide EODGRU ONE and TWO with Combat Technical Rescue (CTR) EOD Rigging & Ordnance Extrication (ROE) training courses of instruction (COI) through a commercial FFP single-award IDIQ contract.

This procurement will be conducted using a best value tradeoff source selection process in accordance with FAR Part 15. The period of performance shall include a one-year base period, followed by four (4) one-year option periods for a total period of performance of five (5) years if all option periods are exercised.

Interested parties shall provide their proposals to the Government in accordance with the Addendum to 52.212-1 in the solicitation by the closing date and time of this solicitation.

The applicable North American industry Classification System (NAICS) Code for this procurement is 611519 Other Technical and Trade Schools .

Offerors are advised that they must be registered in the SAM (System for Award Management) Database, SAM.gov, prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of proposals.

Amendment 0001: The purpose of this amendment is to 1) add Attachment 6 Govt. Responses to Questions, 2) revise sections L & M to provide clarification in regards to Mentor-Prot g Joint Ventures, and 3) remove the mention of MDS in 6.1 of the PWS.

Background
The NAVSUP Fleet Logistics Center San Diego is issuing this solicitation as a total Small Business set-aside to provide EODGRU ONE and TWO with Combat Technical Rescue (CTR) EOD Rigging & Ordnance Extrication (ROE) training courses of instruction (COI) through a commercial Fixed Price (FFP) single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The goal of this contract is to enhance the capabilities of Navy Explosive Ordnance Disposal forces by providing specialized training in rigging and ordnance extrication.

Work Details
The contractor shall provide all instructors, management, materials, equipment, and facilities necessary to support training for EOD forces. Key tasks include:
1. Conducting Basic COI for up to 12 students with a minimum 6:1 instructor ratio over a minimum of 5 days.
2. Covering topics such as equipment inspection, rope safety factors, knot tying, load lowering techniques, high-angle descents, casualty removal operations, and heavy-lift operations.
3. Facilitating up to 24 Basic CONUS courses annually and additional courses in Guam.
4. Providing Advanced COI for up to 8 students with a minimum 4:1 instructor ratio covering advanced topics like confined space entries and structural collapse.
5. Tailoring courses as required by EODGRU commands at the task order level.

Period of Performance
The period of performance includes a one-year base period followed by four one-year option periods for a total of five years if all options are exercised.

Place of Performance
Training will primarily occur at various military installations in San Diego, CA, Virginia Beach, VA, and potentially Guam.
