Combat Air Force Distributed Mission Operations Services   3

Background
The U.S. Air Force Life Cycle Management Center (AFLCMC), Agile Combat Support Program Executive Office, Simulators Program Office is soliciting Distributed Mission Operations (DMO) services to support simulator-based training for pilots and aircrews. The effort aims to grow and sustain the Air Force’s simulators and the network enabling distributed training, operating and supporting training centers, and developing and sustaining DMO standards for both continental U.S. (CONUS) and overseas (OCONUS) sites.

Work Details
Interoperability Services: Provide services to integrate federates into federations to meet DMO event objectives; manage integration test schedules and events; manage the Test Planning Working Group (TPWG); support, analyze, and test integration of ordered sites; host a test-bed with representative products; deliver detailed reports of interoperability and standards-compliance issues; identify, assign, and track training limitations and non-adherence to DMO standards; maintain a web-based database of training limitations and deviations; manage the System Problem Report Working Group (SPRWG).

Configuration Control Board (CCB) Services: Implement, manage, and maintain a system-level configuration management process for the DMO CCB; perform Configuration Manager and CCB Secretariat duties; maintain system-level documentation; apply configuration controls to baselines; archive past baselines and resolve control problems; review and coordinate federate changes for impacts to interoperability and sustainment; maintain a Configuration Management Plan for network configurations including federations.

Support of Exercises: Provide on-site staff at various training centers to support exercises involving DMON or NMON assets under task orders; include operational subject matter experts, constructive simulation operations, mission briefs and debriefs, scenario planning, mission material generation, and training center sustainment; implement, sustain, and operate Live Virtual and Constructive (LVC) training systems; manage certification and accreditation for DMON/NMON connections.

Exercises: Support exercises involving DMON assets and required Technical Assistance Agreements (TAAs) (e.g., Red Kite at Warrior Preparation Center, LVC at Joint Pacific Alaska Range Complex); support network-to-network connections; maintain current TAAs; manage certification and accreditation for DMON connections.

Controlled Interfaces (CI) and Cross Domain Solutions (CDS): CI/CDS Installation—install and functionally checkout CI/CDS devices at designated sites; Rule Set Coding and Initial Accreditation—develop and code English language rule plans onto hardware/software, provide documentation and risk assessments for accreditation, establish and participate in Rule Set Working Groups (RSWGs), resolve guidance issues, perform test activities and documentation to obtain PL3 and PL4 security accreditations, and provide battlespace expertise; Maintenance/Configuration Review Board (CRB) and Configuration Change Request (CCR) Management—manage and maintain system-level configuration management for the CI/CDS CRB, perform Configuration Manager and secretariat duties, maintain documentation and baselines, archive baselines, resolve control problems, produce and maintain the CI/CDS Configuration Management Plan, manage rule-sets and CCRs, assess CCRs, recommend change levels, update risk assessments, obtain necessary signatures, and maintain CCR documentation.

Research and Development: Provide services to support CAF DMO research and development efforts as directed, including development of additional cross domain solutions, research into distributed training issues, future network initiatives, and R&D of distributed training solutions.

Standards: Use and continue development of existing DMO interoperability standards, establish and maintain standards for federate interoperability.

Period of Performance
From award through the transition period ending in June 2024, with ongoing services and new site support thereafter as directed by the Simulators Program Office.

Place of Performance
CONUS and OCONUS at current contractor and operational training sites, including the Distributed Mission Operations Center, CAF DMO Distributed Training Center, Warrior Preparation Center (WPC), Joint Pacific Alaska Range Complex (JPARC), and other designated sites.

Bidder Requirements
Some personnel must have access to material and facilities classified at the Top Secret / Sensitive Compartmented Information / Special Access Required (TS/SCI/SAR) level.
