1. This is a Combined Synopsis/Solicitation RFP. This RFP is a competitive best value subjective tradeoff source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), and the specific requirements outlined in this request with attachments. The Performance Work Statement (PWS) (Attachment 1) details the effort to be accomplished. The North American Industry Classification System (NAICS) for this acquisition is 541513, Computer Facilities Management Services, small business size standard of $27.5M. The resulting IDIQ contract will have a five-year ordering period of 13 Feb 20 - 12 Feb 25 and a six month Extension of Services 13 Feb 25 - 12 Aug 25. The initial GDSS Task Order (TO), which the Government anticipates awarding with the COM-F III IDIQ to meet the IDIQ minimum guarantee, will have a one-year base period, and four option periods with an anticipated 60 day phase-in period beginning 01 Mar 20 and full performance to begin 01 May 20. The Government anticipates awarding Subsequent TOs immediately after awarding the COM-F III IQIQ and initial GDSS TO. The Subsequent TOs will also have a one-year base period, and four option periods with an anticipated 60 day phase-in period beginning 01 Mar 20 and full performance to begin 01 May 20, The Government reserves the right to delay award or not award any or all of those task orders.
