Columbia VAMC Wheelchair Transportation Services

Background
The Columbia VA Medical Center (VAMC) is seeking to establish a non-personnel services contract for wheelchair transportation services. The goal of this contract is to provide reliable and efficient transportation for Veteran patients within the Columbia VA Healthcare System in Columbia, South Carolina. The contractor will be responsible for ensuring compliance with all applicable federal, state, and local laws while delivering these essential services.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to deliver wheelchair transportation services as outlined in the Performance Work Statement (PWS). Key responsibilities include:
- Providing patient pick-up and delivery from community hospitals and VA facilities within and outside the service area.
- Furnishing vehicles necessary for full coverage of transport needs.
- Adhering to South Carolina Administrative Code and all relevant regulations.
- Developing a quality control program to ensure compliance with contract requirements.
- Maintaining records of inspections, vehicle maintenance, employee qualifications, and service requests.
- Ensuring that all drivers are proficient in English and comply with Department of Labor wage determinations.
- Utilizing Virtru Pro encrypted email for all patient transport requests and correspondence.

Period of Performance
The contract will have a base year from September 25, 2025, to September 24, 2026, followed by four one-year ordering periods extending through September 24, 2030.

Place of Performance
The primary location for performance will be the Columbia VA Health Care System located at 64239 Garners Ferry Road, Columbia, SC 29229.
