The purpose of this updated announcement is to provide responses to industry questions received and attach Amendment 0001 of the solicitation. The purpose of Amendment 0001 is to: (1) extend the proposal deadline to 12:00 ET on 24 June 2024; (2) update the naming convention examples in Section L; and (3) update Attachment 4 under paragr aph 4.4.2 in Section L. All other terms and conditions remain unchanged.

The solicitation, any applicable amendments, and its applicable Section J exhibits and attachments are available unlocked as part of this announcement. The remaining documents to include applicable drawings are locked. The locked documents are ONLY available to contractors with an approved Joint Certification Program (JCP) DD Form 2345. Firms must be approved on https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Contractors must have the JCP clearance loaded into Contracting Opportunities and request access through the system to be granted approval to view the documents.

Background
The Naval Surface Warfare Center Carderock Division (NSWCCD) is issuing the Request for Proposal (RFP) N00167-24-R0020 for a Single Award, hybrid Cost Plus Fixed Fee (CPFF) and Cost Plus Incentive Fee (CPIF) contract with an ordering period of five years. The contract will be evaluated on the basis of Best Value to the Government.

Work Details
The objective of this procurement is to manufacture a maximum of seven (7) CLB Ropeguard Kits, a maximum of seven (7) Reference Cell Cover Kits, a maximum of seven (7) Anode Cover Kits, and a maximum of seven (7) Outer Structure Inner Diameter (OSID) Reference Cell Kits. The contract also includes priced options for an additional six (6) Ropeguard Kits, six (6) Reference Cell Cover Kits, six (6) Anode Cover Kits, and six (6) OSID Reference Cell Kits throughout the contract’s period of performance.
The contractor shall also perform engineering services in support of CLB Propulsor related design review, design change or other engineering related tasking.

Period of Performance
The period of performance for the contract is five years.

Place of Performance
The end-item deliverables are to be delivered to General Dynamics Electric Boat at 75 Eastern Point Rd, Groton CT 06340. Other deliveries are to be made to NSWC Carderock Division at 9500 Macarthur Blvd, West Bethesda MD 20817.
